The Plainfield Township Planning Commission has given its preliminary approval for developers of the Ravines at Inwood subdivision to move ahead with a home development.
Kuttshill Development LLC is proposing to build a mix of single-family homes and condominiums on acres bounded by Kuttshill Drive on the north and west, and Riga Avenue on the east.
The Planning Commission voted on March 28 to change the zoning on the acre parcel from residential to planned-unit development.
The change in zoning, according to Planning Commission Chair Marie Kessler, gives the township the "best deal" they are going to get with the development, which would have occurred even without the zoning change.
The zoning change still has to be approved by the township board. Even if the change in zoning is approved later this month by the township board as expected, developers say it will be another year before they expect the first homes to be completed.
If the township doesn't approve the rezoning, the developer can -- under the current zoning -- build more than houses in the same parcel with only site plan approval from the Planning Commission.
"Either they clear cut (the entire area) or we work together to get the best development we can," Kessler said.
Neighbors of the proposed development objected to the Planning Commission's approval of the rezoning and at least a few neighbors have vowed to continue to fight to keep the development from being built or at the very least keep the development from connecting to the subdivision to the east via Zivert and Riga streets.
Township Senior Planner Peter Elan said the township has no choice but to ask the developers of The Ravines at Inwood to connect to Zivert Street. "The county Road Commission forces us to make those connections," he said.
At an earlier Planning Commission meeting, more than two dozen residents spoke out against the development, sighting traffic concerns. Many said the traffic on Kutshill Drive especially at the Northland Drive and Rouge River Drive intersections was so bad during the morning and afternoon rush times, that traffic was often at a standstill for long periods of time.
Traffic engineers who studied the issue said the number of cars was not the issue and additional cars from the Ravines development wouldn't have a noticeable effect on the traffic counts.
The issue, Kent County Road Commission engineers say, is the configuration of the intersections. Township officials have already met with the Kent County Road Commission as well as with the Michigan Department of Transportation in a effort to determine what improvements can be made to the two intersections to improve traffic flow.
As part of the PUD agreement, developers will add 3, feet of non-motorized trails along Kutshill Drive, additional open space and recreation, and a southbound right turn lane on Kutshill Drive at Rouge River Road.
If approved the development is expected to be constructed in seven phases and take as long as 10 years to complete.
