Grants Pass Police Department

Police arrested a man found hiding inside a residence in the 700 block of Northeast Eighth Street at 1:30 p.m. Saturday, on a warrant for theft.

The arrest was linked to the theft of a refrigerator the night before, after tenants had moved out. Previously, a $25,000 Harley-Davidson motorcycle had been stolen from the same location.

GP Police Arrested Motorist for DUII and More after She Struck Parked Vehicle

Grants Pass Police arrested a young motorist for impaired driving and more last night after she crashed into a parked vehicle in the southeast part of the city and then fled the scene. According to the Police Department, officers and emergency crews responded to the reported hit-and-run wreck near the corner SE Portola Drive and Casey Place on Monday at about 9:45 p.m.. Police said 19-year-old Isabella Marlene Harris was driving a Ford Explorer when she struck a parked Mazda sedan. The owner of the vehicle heard the crash, ran outside and then called 9-1-1. He and other callers helped officers locate the suspect vehicle a few blocks away from the crash scene. Harris was contacted, reportedly showed heavy signs of impairment and admitted to striking the parked vehicle. After performing poorly in field sobriety testing, she was placed into custody. She was charged with Driving Under the Influence of Intoxicants, Hit-and-Run Causing Property Damage, Criminal Mischief and Minor in Possession of Alcohol. Harris was cited to appear in court and released from custody. The front passenger-side axle was broken on the Ford Explorer, which was towed to the impound yard.

    Paige Jump was last seen at her residence in the block of Leonard Road area near Redwood Elementary on October 10th, 2021 around 10:15pm.  She said goodnight to her father and went to her room.  Her parents were up and working in their shop until 1:30 am.  At that time they came in to check on the kids and she was gone.

    DETAILS: 

    The Josephine County Sheriff’s Office has not had any personnel assigned to the Detective Division since July of 2012. The Office has not had a K-9 Division since the end of 2015. This was largely due to the reduction of federal funding, that for decades was the primary funding stream to support the special divisions of the Sheriff’s Office.

    The Josephine County Sheriff’s Office is happy to announce both the Detective and K-9 Divisions have been reactivated as of October 4th, 2021. 

    The Detective Division is now staffed with a Detective Sergeant and a Detective.  They will both be joining the Josephine County Major Crimes Team, which the Sheriff’s Office has not been a part of since 2012.  Being there are only two; cases will be assigned based on severity of the crime and complexity of the investigations.

    The K-9 Division is staffed with one Deputy Handler and K-9 “Gibbs” (photo attached).  Gibbs is a different kind of K-9.  He is not an “apprehension, tracker, or narcotics detection dog”.  For two years, the Sheriff’s Office has wanted a “compassion/therapy” dog. This type of program is rare in law enforcement.  Gibbs’ mission is to bring joy and smiles to those suffering from tragedy, victimization, trauma and/or depression. Gibbs also treats Sheriff’s Office employees as they see and deal with situations routinely that the average citizen may never see or go through. 

    Gibbs was donated by a Josephine County family to the Sheriff’s Office. He has nearly 2 years of formal training by the organization “Canine Angels Service Teams” located in Grants Pass, OR.  Gibbs is almost 2 years old and is a Yellow Labrador/Golden Retriever cross.  Gibbs actively patrols Josephine County with his Handler 40 hours a week, looking for opportunities to brighten someone’s day.

    Search Warrant Served for an Illegal Marijuana Operation- 10/08/21

    INCIDENT DATE: October 7, 2021

    REPORTING DEPUTY: Undersheriff Travis Snyder

    DETAILS: 

    On Thursday, October 7, 2021, members of Josephine Marijuana Enforcement Team (JMET) in partnership with Rogue Area Drug Enforcement (Grants Pass DPS, OSP), and Josephine County Code Enforcement; served a search warrant relating to an illegal marijuana grow operation in the 4000 of Linda Lane outside of Grants Pass.   

    During the execution of the search warrant, 445 illegal marijuana plants were seized and destroyed. Additionally, approximately 100 pounds of processed marijuana was seized and destroyed.   

    Litan Dobrinov, 24, was arrested and lodged in the Josephine County Jail for Unlawful Manufacture of a Marijuana Item and Unlawful Possession of a Marijuana Item. 

    Radoslav Nikolov, 35, was arrested and lodged in the Josephine County Jail for Unlawful Manufacture of a Marijuana Item and Unlawful Possession of a Marijuana Item.  At the time of this press release, the investigation is ongoing, and no further details are being released.   

    Burglary/Assault Investigation- 09/29/21

    INCIDENT DATE AND TIME: 09/29/2021 at 12:01AM

    ARRESTED:  Justin Thurman, 31 year old male 

    CHARGES: Burglary I (x2), Attempted Assault IV, Attempted Assault III, Criminal Mischief I, Criminal Mischief II, Criminal Mischief III, DUII, Reckless Endangerment, Reckless Driving

    DETAILS:

    On September 29th at 12:01 AM the Josephine County Sheriff’s Office responded to a reported assault and gunshots being fired in the 700 block of Caves Highway in Cave Junction.  Deputies arrived to find the suspect being detained by neighbors at gunpoint. 

    Upon investigation, Deputies determined the suspect forced entry into a residence in the 700 block of Caves Highway.  After gaining entry, the suspect assaulted a female resident in front of her child, stole property from the residence and attempted to flee in a pickup.  While attempting to flee in the pickup the suspect drove through a yard, hit a parked car, struck a children’s play structure and crashed into another residence on the property, causing damage.

    As the suspect continued to try and flee, a neighbor confronted the suspect with a firearm and shot out the tires of the suspect’s vehicle to disable it.  A group of neighbors removed the suspect from the pickup and held him at gunpoint until Deputies arrived.

    The suspect, Justin Thurman, who is known to the assault victim, was arrested and lodged at the Josephine County Jail for the above listed charges.  This case has been referred to the Josephine County District Attorney’s Office. Future inquires should be directed to the Josephine County District Attorney.

    INCIDENT DATE AND TIME:  September 19, 2021 at 4:09 am

    REPORTING DEPUTY:  Lieutenant Jim Geiger

    DETAILS: 

    On September 19, 2021 at 4:09 am, Deputies from the Josephine County Sheriff’s Office were dispatched to the intersection of Camp Joy Road and Saratoga Way for a motor vehicle crash involving one vehicle. 

    Upon arrival, Deputies found the vehicle unoccupied.  Witnesses stated two males fled the scene prior to law enforcement arrival.  Upon inspection of the vehicle, Deputies observed several bullet holes which had penetrated the occupant compartment.  Also in plain sight within the vehicle, Deputies observed firearms and a large amount of processed packaged marijuana. 

    The vehicle was seized and a search warrant was obtained and subsequently executed.  Located inside the vehicle were two firearms and 380 pounds of processed packaged marijuana with a street value of approximately $760,000.

    DETAILS:

    On Tuesday, September 21, 2021, members of the Josephine Marijuana Enforcement Team (JMET) in partnership with Oregon State Police, Rogue Area Drug Enforcement (Grants Pass DPS, OSP, Josephine County Parole and Probation) and Josephine County Code Enforcement; served a search warrant relating to an illegal marijuana grow operation in the 300 block of Mountain Greens Lane, Grants Pass. This is the site of the former Red Mountain Golf Course.

    During the execution of the search warrant, 4,537 illegal marijuana plants were seized and destroyed.

    Chen Shu-Momg, 34, and Qike Wen, 36, were arrested and lodged in the Josephine County Jail for Unlawful Manufacture of a Marijuana Item. Additionally, five other subjects were detained due to safety concerns. At the time of this press release, the investigation is ongoing and no further details are being released.
