Citizen Response Center

The Citizen Response Center is a customer service resource for all residents. If you have questions, complaints, concerns, or just don’t know who to talk to at City Hall, you can submit an inquiry online at www.erie.pa.us/crc or call We want all residents to have access to the information they need.

The Citizen Response Center is available to anyone who would like to submit a Complaint, Concern, Compliment, or just has a General Question. An example of each includes:

  • Complaint – My garbage was not picked up.
  • Concern – There is water bubbling up from the street.
  • Compliment – The renovation in Perry Square looks great! Nice job!
  • Question – Where can I obtain a vendor permit?

The Citizen Response Center is open Monday thru Friday from AM until PM. Outside those hours please submit your query and the CRC will respond as soon as possible. The CRC is unmanned during weekends and holidays.

City of Erie Announces Public Works Director Retirement, Subsequent Promotions

The City of Erie announced the retirement of Public Works Director David Mulvihill and promotions of three City of Erie Public Works Department officials. 

After 28 years at the City of Erie, David Mulvihill retired, serving as Director of Public Works for the past four years. 

During his tenure, Mulvihill led major transformations in the City of Erie’s Public Parks, sewer system, and stormwater system, and expanded the City’s summer recreation programs, including the tennis program and the Footlights Theatre program.  

Assistant Director of Public Works Chuck Zysk has been promoted to Director of Public Works. Zysk served as Assistant Director for the past four years and previously held various Public Works Department roles in the Bureaus of Streets, Sewers, and Refuse. Starting as a part-time trash collector in , Zysk has been with the City of Erie for 30 years and worked his way up to the Public Works Department’s top job. 

City Garage Bureau Chief A.J. Antolik has been promoted to Assistant Director of Public Works. Antolik served as Bureau Chief at the City Garage for the past 6 years. Antolik has been with the City of Erie for 11 years. 

Randy Higley has been promoted to Bureau Chief of the City Garage. Higley previously served as the Bureau of Streets Mechanics’ Coordinator and has been with the City for 12 years. 

Both Zysk and Antolik have been instrumental in the implementation of the new security installation and protocols at City Hall.

Public Works Divisions

Administration Division

The Public Works Administration Division manages and coordinates overall direction for the Public Works Department. This Division also administers Town policies, develops departmental policies and procedures, and ensures effective management and operational conditions of the department.

Facilities Maintenance Division

The Facilities Maintenance Division maintains and provides janitorial care for all Town-owned facilities. General maintenance duties are performed in-house, while specialized maintenance, such as elevator repair and HVAC system repair, are required to be contracted out.

Operations & Maintenance Division

Water Reclamation Treatment Division

The Water Reclamation Treatment Division operates and maintains the million gallons per day (mgd) Water Reclamation Facility (WRF). All of the wastewater from residential and commercial customers is treated at this activated sludge facility. The Water Treatment Division operates and maintains the firm million gallons per day (mgd) Lynn Morgan Water Treatment Facility (WTF). WTF staff also operates and maintains the pretreatment plant, pump stations, interconnect, and water storage facilities.
