Customer Connect is California Child Support’s self-service platform, giving you 24-7 access to the information you need about your case. 

As of August 15th, you will need your Participant ID (PAR ID) to register or log in. Your PAR ID can be found on most letters sent from California Child Support Services to case participants, usually at the top of the page.

Our secure, self-service website allows you to contact your caseworker, receive reminders and updates, see your payment history and other information, update your contact information and change your log in credentials any time, from anywhere.

You will also need to create a Personal Identification Number (PIN). Customer Connect will take you through the process of obtaining a PIN when you register for the first time.

The mission of the Department of Child Support Services is to promote the well-being of children and the self-sufficiency of families by assisting both parents to meet the financial and medical needs of their children through the delivery of quality child support establishment, collection and distribution services.

California's child support program works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Child support services are available to the general public through a network of 51 county and regional child support agencies. Solano County Department of Child Support Services serves approximately 17,000 families. Some of the services provided include: locating a parent; establishing paternity; establishing, modifying and enforcing court order for child support; and establishing, modifying and enforcing an order for health coverage.

The Position

This is the entry level class in the Child Support Specialist series.  Incumbents in this class learn and apply child support laws, regulations, and procedures and acquire the skills to perform a broad range of child support casework activities.  As incumbents acquire knowledge and skills, they carry out their assignments with greater independence. Incumbents analyze information, initiate legal actions, participate in the settlement of cases and prepare clear, concise reports.  

Child Support Specialists are expected to handle a high volume of work which is deadline driven. Applicants must be able to prioritize, plan, and project their work, but at the same time be flexible to changes at any moment, such as unscheduled visits from clients. They work in a high stress environment. It is important to understand that the actions a Child Support Specialist takes impacts the lives of clients and their families, both emotionally and financially.

The Department of Child Support Services is recruiting for a regular, full-time position.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.In addition, this list may be used to fill bilingual positions as some positions may require bilingual skills in Spanish.


Experience: 2 years of clerical experience involving extensive public contact;


Education: Completion of 15 semester or 22.5 quarter units, from an accredited college or university preferably in Sociology, Social Work, Business, Public Administration, Liberal Arts, Paralegal, Criminal Justice, or other related courses.


  • Possession of, or ability to obtain, a valid Class C California driver's license is required. 

  • Independent travel may be required.  

  • Positions allocated to this class may require bilingual skills.  

  • Candidates for positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.  

  • Incumbents of this class should demonstrate necessary knowledge and abilities to be promoted to Child Support Specialist within eighteen (18) months of appointment.

NOTE: Incumbent must recuse themselves from cases in which any participant is: The Child Support Employee; a relative of the Child Support Employee; a person with whom the Child Support Employee cohabits; a person with whom the Child Support Employee has a personal or business relationship.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

Job Description: The County of Solano seeks a Director of Child Support Services to lead the County in its mission to promote parental responsibility and enhance the well-being of children. The Director of Child Support Services will accomplish this through the planning, organizing, and administration of the federal Title IV-D and State Child Support Enforcement Program. The Director will oversee all aspects of this mission through countywide administration and establishment of paternity, child, and medical support, and spousal and medical support enforcement and collection programs.   • Annual Salary: $154,398.46 – $187,672.29 plus longevity pay for eligible service with other California cities, counties, joint power authorities and special districts.
  • Executive management receives biweekly allowances for auto (Level 1 $250 or Level 2 $150) and business expense ($50); and monthly cell phone allowance ($150).
  • CalPERS retirement formula based on entry date into the retirement system.
  • Family health insurance/cafeteria plan contribution of $1,586.60 per month, with participation in the CalPERS insurance program.
