MARINA &#; The Community Housing Improvement Systems and Planning Association will hold a grand opening and tour of a new affordable senior housing development in Monterey County next week.

The Junsay Oaks Senior Apartments, at De Forest Road in Marina, south of the Marina post office and across the road from the Monterey-Salinas Transit Station, will be introduced to the public Feb. 28 at 10 a.m. The senior apartment building has 47 one-bedroom apartments, a community room, a computer room, fitness room and community garden beds with a property manager living in the building.

“All of the apartments are rented to low-income individuals aged 62 years and over,” said Alfred Diaz-Infante, CHISPA president and CEO, in a press release.

According to Affordable Housing Online, a Marina household making less than $3, a month would be considered overburdened when renting an apartment at or above the median rent of about $1, In Marina, about 54% of households are rent overburdened.

If the monthly rent and utilities is at or below 30% of a household&#;s income, it is considered affordable. An example would be if a household&#;s income is $60, a year, no more than $1, should be used per month on a mortgage or rent and utilities. If a person makes $12 per hour, no more than $ should go to rent and utilities, according to CHISPA.

“CHISPA bought this parcel because we knew it would be convenient for the residents. It is next to the post office and public transit, around the corner from a grocery and pharmacy, and a quarter block from a dentist, a physical therapist and the Monterey County Department of Health&#;s Marina Clinic,” said Patty Padilla-Salsberg, CHISPA&#;s board chair.

The Community Housing Improvement Systems and Planning Association is a nonprofit community-based Housing Development Organization overseen by a nine-member board of directors who have a diverse background and experience in law, agriculture, education, banking and business. It offers on-site educational and recreational programs for the residents in its rental properties, provided through partnerships with local community organizations and individual instructors including the YMCA, Boys and Girls Club of Monterey County, Read to Me Project, Alisal Percussion, Arts Council for Monterey County and Alliance on Aging.

Twenty of the apartments are reserved for people referred by the Monterey County Department of Health and the Central California Alliance for Health, which manages the Medi-Cal Program in Monterey County.

The alliance invested $2,, in the estimated $17 million Junsay Oaks project and in return, CHISPA will maintain 20 of the 47 apartments for the alliance&#;s neediest clients who receive medical care and supportive services through the county Health Department&#;s Whole Person Care Program.

“Our mission to ensure accessible, quality health care is achieved by connecting patients with providers that deliver the right care, at the right place, at the right time,” said Stephanie Sonnenshine, Central California Alliance for Health CEO, in the release. “Our grant to CHISPA through our Medi-Cal Capacity Grant Program is an excellent example of how we partner to fulfill this mission by providing supportive housing for senior Medi-Cal members in Monterey County who experience complex health and social needs. Communities like Junsay Oaks advance positive health outcomes for our members by providing both housing and on-site supportive services necessary to allow individuals to live stable and productive lives.”

The 20 alliance residents struggle with multiple health problems, have been hospitalized and have been homeless. The county will provide public health nurse case managers and help these individuals to manage their medications and to make medical appointments, to link them to social services and to arrange for in-home support services, said Elsa Jimenez, Monterey County Department of Health director and CHISPA board member.

The building is all-electric and uses no natural gas for heating or cooking. The development is highly energy-efficient, with solar panels on the roof to generate power for the common areas. Electricity is purchased from Monterey Bay Community Power.

A typical CHISPA apartment building is financed with multiple layers of financing including:

• Equity from corporations that get a tax credit on their income taxes for investing in affordable housing.

• Bank loans and mortgages.

• State loan programs designed to fund affordable housing.

• Redevelopment funds from local cities and counties designated to develop affordable housing.

The equity from private corporations and low-interest government loans enables CHISPA to maintain the apartment buildings and pay the interest on its private loans, while keeping the rents permanently affordable.

Wells Fargo Affordable Housing Community Development Corporation invested equity in Junsay Oaks Apartments and Wells Fargo Bank was the construction lender. Other lenders include the Ingram Housing Fund held by the Action Council of Monterey County, which committed $1,, to the development and is considered the financial cornerstone for this project, the Federal Home Loan Bank of San Francisco, and the State of California Department of Housing and Community Development. California Community Reinvestment Corporation is the permanent mortgage lender for the development.
