Instrument Panel Fuse Block
The instrument panel fuse block is in the instrument panel, on the driver side of the vehicle.

To access the fuses on vehicles equipped with a storage bin:
1. Push forward on the top edge of the bin to unlatch it.
2. Press in on the sides of the bin to release it from the instrument panel.
3. Pivot the door downward, allowing it to hang from the instrument panel.
4. To close the bin, swing it upward and push in until closed.
To access the fuses on vehicles not equipped with a storage bin:
1. Pull the lower edge of the cover rearward. The clips on the lower edge will release, and the upper edge will fall away from the instrument panel.
2. To replace the cover, hook the upper edge of the cover on the instrument panel, and swing the lower edge of the cover into place.
3. Press the lower edge of the cover until the clips engage.

This Impala is equipped with standard mini blade fuses.
Some General Motors models may have the relatively newer style of low profile mini blade fuses. Please check your vehicle before purchasing new fuses.
A white plastic fuse puller tool should be included on the engine bay electrical panel and also another one on the back side of the driver side dashboard storage compartment.
To check the old fuse, hold it up to a light bulb.
If the thin metal strip or "band" in the translucent plastic center of the old fuse appears to be burnt or broken, the old fuse is most likely "blown" and should be replaced.
If the metal wire inside the fuse appears to be intact, the old fuse is most likely still good. Since new fuses are so inexpensive, it should still be replaced as part of your electrical issue troubleshooting process.
Push a new mini blade fuseof the same amperage rating (e.g. 5A, 10A, 15A, 20A) straight in to the socket.
(Some GM models are equipped with the relatively newer style shorter "low profile" mini blade fuses.)
To check a relay, you'll need to use a multimeter. The easiest way to troubleshoot a faulty relay is to just replace it with a new one.
Replace the contents of the storage compartment and close it to complete the job.
Test the electrical component you were having issues with such as the wipers, radio, power seat, power windows, tail lights, headlights, horn, interior lights, etc.
If you are still having the same problem, there might be a shorted wire some where or the component itself needs to be replaced.
