Since September of 1999, Narutohas given fans over 70 manga volumes and 700+ entries of animated television episodes featuring the likable knucklehead ninja, Naruto Uzumaki. Over the course of two decades, creator Masashi Kishimoto introduced readers and viewers of all ages to many memorable characters. Some of these characters are goofy and endearing, while others are incredibly threatening and dubious – and they all have various levels of powers and abilities. But, who is the strongest?
Ranking the series’ most powerful characters is certainly no easy task. With a range of abilities and strengths, it is hard to determine precisely whether or not one character is more capable in battle than another.

With series spinoff Boruto: Naruto Next Generations well into its own story at this point, the task of creating a power ranking only becomes more and more difficult. However, by taking various Jutsu, head-to-head battles, and years of lore into consideration, a definitive countdown of Naruto’s strongest characters is possible.

There's something endearing about a character who just refuses to ever give up. It doesn't hurt that he's also incredibly powerful and can hold his own against more experienced fighters. The title character isn't the only one. As more fans are introduced to the franchise through streaming services and the sequel series, the debates about which character is the most powerful rage on.
24 Kabuto Yakushi
Initially, Kabuto seems like he might be one of the good guys. He offers up advice to Team 7 on more than one occasion and even helps to save Hinata Hyuga at one point. Of course, that's all to cover up that he's really an apprentice to Orochimaru.
Kabuto proves himself a formidable opponent, having learned most of his skills under the tutelage of Orochimaru. He uses a lot of the same skills as his teacher, even leaning on snakes for support in a fight. It's Kabuto's ability to sniff out other people's insecurities and use them to his advantage in battle -- like Tsunade's fear of blood -- that makes him a particularly powerful Naruto character. When it comes to raw power, however, a lot of other characters have him beat.
23 Shikamaru Nara
When the series first begins, Shikamaru Nara is, by his own omission, the laziest student at the shinobi academy. He finds school boring as he picks up skills quickly, and he very quickly masters a different aspect of his family's specialty - controlling shadows. Shikamaru can use his own shadow to quite literally reach out to his opponents and control them. It's a feat he's able to control for long periods of time despite not having the immense chakra reserves of others. That isn't, however, why he's so powerful. Instead, it's how he uses his abilities.
Shikamaru is one of the most strategic shinobi in the entire franchise. His intelligence is legendary. Always several steps ahead of everyone else, Shikamaru knows exactly when to pull his punches, conserve his energy, and how to use the environment around him to his advantage. That's why he's able to take on Hidan by himself when no one else can.
When Kakashi is away from his students for an extended mission, Yamato takes over as a mentor for Naruto and Sakura (and the added Sai). He might not have all of Kakashi's skills, but he's chosen for one very big reason.
Yamato has the skills to actually tame the nine-tailed beast inside of Naruto, so to speak. When Naruto starts to lose control during training, Yamato is the only one able to reign him in. That, along with his ability to use Wood Release, something very few shinobi ever do, make him an incredibly strong character in Naruto.
21 Mei Terumi
When Mei Terumi becomes the Mizukage of the Village Hidden in the Mist, she inherits its very bloody history. While she doesn't want to repeat the mistakes of the leaders that came before her, she is still one tough shinobi in a position of power. She also inherits some pretty powerful abilities thanks to having ancestry from two different prominent clans.

Her bloodline means she not only uses Vapor Style, but also Lava Style. Either of those skills would be powerful on their own. An acidic mist that can melt through anything in its path and the ability to expel actual lava is already impressive. Add to that the fact that she masters lightning, fire, earth, and water chakra natures, and she's a seriously powerful opponent.
20 Sakura Haruno
As a member of Kakashi’s Team 7, Sakura Haruno receives a lot of flak from the fan community for being extremely weak in comparison to her two super-powered teammates. Not to mention, her tireless pining after Sasuke can become a bit annoying after the first hundred episodes or so. That being said, there is a lot of evidence in defense of the young leaf shinobi. By the end of the series, Naruto and Sasuke are built up to be two of the strongest ninjas ever to walk the Earth. Unfortunately, Sakura’s teammates’ immense power only makes her look weak by comparison, but this strong female should not be taken lightly.
After being trained under Lady Tsunade, one of the legendary Sannin and the Hidden Leaf Village’s fifth Hokage, Sakura becomes a force to be reckoned with and a respected medical ninja. Sakura is successful in bringing down Sasori, an evil puppet master and feared member of the formidable group, the Akatsuki. All in all, Sakura is not only one of the more underrated forces in the Naruto universe, but she also stands tall among some of the strongest characters from the entire series.
19 Minato Namikaze
Tales of the Fourth Hokage’s brave endeavors have been told long after his demise. His sacrifice to bring down the Nine-Tailed Fox is not only an important plot device for the animated series, but it is also part of the reason he has found his way onto our list. Being trained under Jiraiya, a member of the legendary Sannin trio, Minato quickly grew into one of the greatest ninjas of all time.
Due to his performance during the Great Ninja War, as well as his overall demeanor and leadership capabilities, Minato was chosen as the Leaf Village’s Fourth Hokage over a member of the legendary Sannin, Orochimaru. Known as the Yellow Flash of the Leaf, the Fourth Hokage is easily one of the fastest ninjas in the series as a whole. On his own, Minato is one of the strongest characters in Naruto, but, given his bravery in the face of battle, there could be an argument that the Fourth Hokage should rank even higher.
Gaara of the Sand has arguably the most heart-breaking backstory of any character in the anime. Like Naruto, Gaara is a jinchūriki – someone with a tailed beast spirit sealed within them. However, he is not nearly as upbeat as the titular, knuckleheaded ninja. It is not until after an incredible battle with the series’ protagonist, as well as some wise words from Naruto himself, that Gaara realizes his duty to protect his own village. After a change of heart, the sand ninja quickly becomes Suna’s Fifth Kazekage at an incredibly young age.
Cased in an armor of sand, Gaara is nearly impenetrable. While he begins his journey as a villain sent to attack the Village Hidden in the Leaves, he quickly becomes a valued ally, saving the day on more than one occasion.
Before he ever received his Sharingan eye from former teammate Obito, Kakashi was a standout shinobi trained by the Fourth Hokage himself. After receiving the eye, however, he became regarded far and wide as “The Copy Ninja,” a warrior known for his ability to learn Jutsu from other ninjas and repeat them virtually immediately. In fact, Kakashi is referred to as “the ninja who copied over 1000 Jutsu” in the anime.

As the leader of Team 7, Kakashi trained Sasuke, Sakura, and Naruto. Not to mention, this shinobi is a longtime member of the Anbu Black Ops, an elite tactical unit of ninjas. If this were a list of most popular characters from the anime, then Kakashi would likely land a lot higher, but he remains one of the strongest Naruto characters.
16 Lady Tsunade
Tsunade is widely regarded as the world’s strongest kunoichi – a female ninja – as well as one of the greatest medical ninja of all time, despite her crippling fear of blood (a fear that she later overcomes). After years of aimless wandering and gambling, becoming just as widely regarded as “The Legendary Sucker,” Tsunade is persuaded by Naruto and her former teammate Jiraiya to return to the Hidden Leaf and become the village’s Fifth Hokage.
Granddaughter to Hashirama Senju-- known as the First Hokage and one of the Hidden Leaf’s founders -- Lady Tsunade is virtually shinobi royalty. However, the kunoichi does not simply rest on her laurels. During the Second Shinobi World War, her team – Jiraiya and Orochimaru – are anointed with the title of “Legendary Sannin,” given their great performance in battle.
15 Killer Bee
Killer B is the second jincūriki to make the list. Harnessing the power of the Eight-Tailed beast, B does not see himself as cursed like the other shinobi with demons sealed within them. After years of struggling, B eventually befriends his demon. In fact, it is B who teaches Naruto how to utilize the power of his own demon in order to become stronger.
Despite his immense power, B’s dream is not to become a great shinobi like Naruto’s, but rather, he wishes to become the world’s greatest rapper. Rhymes and rhythms can be heard during his countless battles as well as his everyday conversation. While he was strong enough on his own, B later gains the power of Kisame Hoshigaki’s sharkskin blade, Samehada – a sword that sucks chakra from its victims.
Jiraiya is not only one of the strongest characters from the anime, but he is also one of the Hidden Leaf’s finest teachers. Jiraiya is responsible for training some of the anime’s greatest shinobi: Naruto, the Fourth Hokage, Nagato, Konan, and Yahiko, among others. In fact, one of the only teachers arguably on the same level as Jiraiya was his own sensei, the Third Hokage.
Jiraiya’s power and leadership abilities were so great that he was first approached to serve as the Hidden Leaf’s Hokage, but he insisted that another Sannin, Tsunade, take up the mantle instead. As the self-anointed Toad Sage, this legendary warrior is remembered for his wild antics and his humorously perverted nature, but make no mistake, Jiraiya is one of the series’ strongest characters, bar none.
13 Might Guy
Might Guy may fall into the same category as Jiraiya – a shinobi who appears to be extremely silly on the surface, but again, make no mistake, for he is immensely powerful. Guy Sensei is a fan-favorite ninja whose hijinks make him appear as a less formidable opponent than he is, but being underestimated by his foes might only make him all the more dangerous.
Being a master of taijutsu, Guy is simply unmatched in fighting ability. However, with no ninjutsu or genjutsu to speak of, he has always needed to work twice as hard in order to succeed as a Leaf Village shinobi. Guy’s ability to open all Eight Gates-- points within the body that limit the overall flow of chakra-- sets him apart from the rest, and, as a result, this ninja was able to take the likes of Madara Uchiha to the brink in their head-to-head battle.
For some, this position might feel a bit high for Naruto’s original big baddie. However, Orochimaru never quite seems to get quite enough credit for being the evil genius he is. Dedicating his life to mastering every kind of Jutsu imaginable, in addition to creating a few of his own, Orochimaru has more than a couple of tricks up his sleeve.
This villain’s slate of forbidden Jutsu, specifically the Reanimation Jutsu which brings fallen warriors back to life, makes Orochimaru one of the most feared shinobi in all the land. While he is formidable enough on his own, the ability to summon great ninja from the past makes him all the more useful in battle. Needless to say, Orochimaru stands tall among some of the powerful characters in the history of this long-running series.
11 Hiruzen Sarutobi
He might lose his big fight to Orochimaru, but that doesn't mean that Hiruzen Sarutobi is less powerful than his pupil. The Third Hokage helps keep his village safe for multiple generations, even becoming Hokage again when he's asked to take over the position following Minato's death.
A Hokage is always one of the most powerful shinobi in their generation, so that will tell fans plenty about just how powerful Hiruzen is. At the time the original series takes place, Hiruzen is far advanced in years. As a result, he's amassed a huge arsenal of Jutsu to use in battle, summoning techniques, and strategies to keep him alive. One of the reasons that Orochimaru is able to best him is because Hiruzen himself taught Orochimaru many of the Jutsu he uses. The former student knows his teacher well, and that ends up costing Hiruzen his life, not his lack of power.
10 Itachi Uchiha
As a child prodigy, Itachi Uchiha became one of the Anbu Black Ops youngest members and one of the Uchiha clan’s most promising young ninja. As powerful and as amazing as Sasuke appears to be, he spent most of his youth in the shadow of his older brother Itachi. Responsible for wiping out his entire clan (excluding his brother), Itachi became known far and wide as a rogue ninja, ranked as an S-level criminal in the bingo books. He later joined forces with the nefarious Akatsuki group and quickly became one of its most powerful and most valuable members.

However, Itachi was never evil, but, in fact, driven by a sense of duty in order to keep peace in the Hidden Leaf Village – a secret he kept even from his younger brother. Itachi later met his demise at the hand of his young brother in battle, but there is reason to believe that this elder child went a bit easy on him. The full extent of Itachi’s powers might not truly be known, but the audience knows enough to say that he ranks easily among the greatest and most powerful characters in Naruto.
9 Obito Uchiha
The ninja formerly known as Tobi went from comic relief to mastermind in a matter of episodes. Coyly watching from the sidelines, Obito controlled the Akatsuki from afar, but the big baddie carefully calculated each and every move. Few knew about his true purpose or power, and even Itachi underestimated him in the end.
Naruto and Obito are often seen as similar characters, and, like the protagonist, this member of the Uchiha clan goes from zero to powerhouse in no time flat. Unfortunately, the death of his beloved friend Rin causes Obito to drift toward the dark side and become one of the series’ most formidable villains, rather than one of its most uplifting heroes. Single-handedly defeating other members of the Akatsuki, Obito proves that he is more than worthy of a spot on our countdown.
8 Indra & Asura Ōtsutsuki
It's impossible to separate these two as they are so evenly matched, they tie for a spot amongst the strongest shinobi. Even generations after their sibling squabbles ceased, the battle between Indra and Asura Ōtsutsuki still continues, but only through the spirits of their worthy descendants. First, it was Madara Uchiha and the First Hokage, Hashirama, and later it was Naruto and Sasuke who took up the mantle, but the inevitable battle between the Uchiha, the Senju, and the Uzumaki clans continued to rage on for centuries.
As sons of Hagoromo Ōtsutsuki, the two shinobi inherited great power. While the two were both skillfully worthy, Hagoromo declared that Asura would be his successor in the mission to deliver peace and understanding throughout the shinobi world. This came as quite a shock to Indra, the firstborn, and as you might imagine, some pretty epic battles later ensued. The battles between Sasuke and Naruto might be more well-known than those of Indra and Asura, but history states they were just as awe-inspiring.
7 Nagato (Pain)
Nagato was one of the Akatsuki’s founding members. Alongside childhood friends Yahiko and Konan, Nagato and the rest of the Akatsuki attempted to usher in a new era for the violent shinobi world, an era of peace. However, certain events leading to Yahiko’s death kept this dream from becoming a reality and thusly, Nagato and the rest of the Akatsuki were vulnerable to outside forces. It was at this point that Obito stepped in and took charge, and the Akatsuki’s goals altered ever so slightly: achieving peace by any means necessary. While their intentions were noble, their methods were despicable, to say the least.
Nagato, who referred to himself as “Pain,” was able to control the bodies of several fallen ninja and single-handedly take down the entire Hidden Leaf Village. Pain killed the likes of Kakashi, Jiraiya, and several other Hidden Leaf shinobi, but after Naruto defeated him, the baddie was convinced to bring the deceased back to life. However, this resulted in the sacrifice of his own life, and Naruto lost what would likely have been a valuable ally.
6 Madara Uchiha
As one of the founders of the Village Hidden in the Leaves, Madara Uchiha is a historical figure in the world of Naruto. That being said, he is still very much a part of the protagonist’s saga. As previously stated, the war between the Uchiha, the Senju, and the Uzumaki clans have been raging since the days of Indra and Asura. The fight between the two interlocked spirits has arguably never been as dangerous as when Madara Uchiha and Hashirama Senju battled it out for control of the village.
Their war figuratively and literally changed the landscape of the modern ninja world. Madara is still a name that is regarded in the shinobi world today, as his visual prowess and fighting abilities remain largely unmatched. After being brought back to life by Orochimaru’s Reanimation Jutsu, Madara took on the five Kages – a handful of the greatest ninja in the Naruto universe – all by himself and won. His new life granted him some unique abilities, but in this life or the one previous, Madara Uchiha is a force to be taken seriously.
5 Hashirama Senju (First Hokage)
As strong and as formidable an opponent as Madara Uchiha, it should be noted that Hashirama Senju went head-to-head with him and won. It was widely speculated at the time that Madara died during his battle with the First Hokage, but no one truly knew for sure.

Utilizing a distraught Obito Uchiha, Madara organized a world-ending plan from the shadows that even Hashirama could not see coming. That being said, he was not able to put his plan into action during his original lifetime due to being weakened by his battle with his old friend Hashirama. Hashirama Senju was a rare wood Jutsu user and a great ninja.
4 Hagoromo Ōtsutsuki (Sage of Six Paths)
Born with the same powerful chakra as their mother, Princess Kaguya, Hagoromo and Hamura were fraternal twins who were each given incredible power. As the father of Asura and Indra, Hagoromo was seen more as a myth than as an actual historical figure. Tales of his bravery, as well as his kindness, were told far and wide, but more as a fable or fairy tale rather than as a historical account.
Sealing the Ten-Tailed beast inside of himself with the help of his brother Hamura, Hagoromo became the first, and arguably the most powerful jincūriki. Maintaining the Jutsu inside of himself for both the Uchiha clan as well as the Senju and Uzumaki – lines that were eventually descendants of his sons, Indra and Asura – Hagoromo is easily one of the most powerful and wisest ninjas in the entire Naruto universe.
3 Sasuke Uchiha
As strong as former members of the Uchiha clan have historically been, its last remaining survivor, Sasuke Uchiha, is arguably the strongest. Itachi was well on his way to capturing the title for most powerful Uchiha member of all time, but his untimely death at the hands of his younger brother put an end to what was already a historical shinobi career.
Utilizing the power of the Rinnegan, the most highly regarded eye among the “Three Great Dōjutsu," Sasuke gained access to power that few other Uchiha have ever managed to get their hands on. In the modern age of the shinobi, Sasuke is truly one of the few ninjas that pose a threat to Naruto Uzumaki. He has proven himself as a physical match to the Seventh Hokage countless times and is easily one of the strongest characters in the history of Naruto.
2 Naruto Uzumaki
In a one-on-one scenario, there are few shinobi with the ability to oppose Naruto Uzumaki. With unrivaled amounts of chakra flowing through his body in addition to the Nine-Tailed beast sealed inside of him, Naruto is easily one of the strongest characters in the entire series. After watching the first couple dozen episodes or so, however, this may not appear to be so obvious.
As the series carries on, Naruto’s destiny becomes clear, as the audience begins to believe that this no-talent kid might actually become Hokage one day. Still, as strong Naruto is physically, his leadership attributes, as well as his ability to befriend nearly anyone, are unrivaled. Not to mention, the Seventh Hokage is able to bestow his chakra to other ninjas in order to create an army of shinobi nearly as powerful as himself.
He might not start out as the most threatening physical presence, he not-so-quickly becomes the show’s most powerful character before the end - except for one.
Having eaten from the forbidden God Tree, Kaguya Ōtsutsuki became the first wielder of chakra, and widely known as the “Mother of Chakra.” Revealed to be the ultimate evil in the Naruto universe, Kaguya is the most formidable foe that Naruto and the rest of the shinobi world have ever come across.
Kaguya possesses powers that no other ninja can master; the ability to change space and time, to read the thoughts and feelings of others, and, of course, unmatched visual prowess. In a one-on-one battle, there is simply no match for Princess Kaguya. Luckily for the shinobi world, Kaguya’s evil endeavors have always been combatted by some strong opponents such as Naruto and the rest of Team 7, as well as her two sons, Hagoromo and Hamura.
Kaguya is essentially a goddess. Even the titular Naruto can't take her on alone. That makes her the strongest Naruto character.

Every Major Naruto Ninja From Weakest To Strongest, Officially Ranked
Shonen anime in the action genre has always had its roots in providing fans with the most spectacular display of power possible. This can be in the form of high-powered fights, clever traps, or a mix of both. Regardless, the end product is a satisfactory visual experience that leaves little to the imagination as two powerful individuals duke it out in a fight for the ages. It's one of the major draws of shonen anime that has a heavy focus on action.
One of the anime series that comes to mind when one talks about such shows has to be Naruto. The fact of the matter is that this series, in particular, has become a fan favorite for a bevy of reasons. From sporting a ton of memorable characters to telling a story that was epic in every sense of the word, this series has come a long way from the times when it was nothing more than a self-contained ninja story, revolving around a one-dimensional.

By the end of the series, a large number of characters are either introduced strongly or developed to the point where they've truly cemented their reputation as some of the most powerful individuals around in the ninja world. Of course, this brings to mind one pressing question — out of the sheer number of characters in this universe, who exactly are the cream of the crop? Keeping this thought in mind, it's time to officially rank the strongest ninjas in the world of Naruto.

Of course, these characters are also incredibly powerful, with a host of powerful ninjutsu the like of which can completely wipe the floor with most fighters. That being said, there are bound to be some ninjas that boast more power than others. Keeping this in mind, here are some of the powerful ninjas in the world of Naruto and how they stack up in comparison to the others.
30 Killer B
Let's start this list off with the jinchūriki of the Eight-Tails, Killer B. Making his entrance in the most over-the-top fashion (by rapping, of all the things), no one could've assumed that this person would be so powerful.
His friendship with the Hachibi is something to note.It's through this harmonious relationship that Killer B is able to unleash his full potential as a jinchūriki, educating Naruto about the benefits of using Kurama properly as well.
The new characters introduced in Boruto have shown a massive power ceiling that already makes them candidates for being some of the strongest ninjas around... provided they reach their potential. Sarada is one such character that falls in this category.
The daughter of Sasuke and Sakura has already shown incredible potential, with her mastery over both ninjutsu and genjutsu being quite excellent indeed. One can only wait and see how Sarada will develop over the course of Boruto.
Orochimaru's genetically engineered son has shown a ton of potential over the course of Boruto. The manner in which he's defeated powerful foes without even showing his full potential already makes him a force to be reckoned with.
His power is yet to be explored properly in the series. However, glimpses of this power have proven to be enthralling, and one can only wait and see how Mitsuki's character will evolve in the show.
Of course, it would be impossible to talk about the characters of Boruto without mentioning the titular protagonist himself. Boruto's powers have developed massively over the course of the series.

At this point, the only thing holding Boruto back is his age, with his true power bound to flourish during the timeskip. Only time will tell just how powerful Boruto will become over the course of the show.
26 Tsunade Senju
The Fifth Hokage of the Leaf Village is also extremely skilled in the art of ninjutsu and taijutsu. Her skills are what convinced the majority of people that giving her the mantle of being the new Hokage was a good decision to make.
Tsunade has been through a lot in her life. From being one of the legendary Sannin to losing both her brother and lover to war, Tsunade has been through a lot in her life. These experiences have ultimately shaped her up to be the woman we all know and adore.
The Fourth Raikage is properly introduced during the Five Kage Summit Arc. Once Tobi and Sasuke infiltrate the summit for their own personal reasons, we are finally able to witness the power of Killer B's brother first-hand.
His fight with Sasuke is so intense that the Uchiha's eyesight is permanently damaged after he uses his powers to its absolute limit. Even after being hit with the permanent flames of Amaterasu, A doesn't even flinch as he disposes of his burning hand.
Kawaki has been introduced in Boruto: Naruto Next Generations. As of right now, we know very little of the character and his origins. However, the fact that he apparently disposed of a powerful ninja like Naruto pretty much guarantees him a place on this list.
Only time will tell us as to how extensive Kawaki's powers actually are. For now, this character is shrouded in a veil of mystery, which means that we can only wait and watch as Boruto: Naruto Next Generations continues.
23 Hiruzen Sarutobi
The Third Hokage and probably the most powerful ninja we see in the early parts of the series, Hiruzen Sarutobi was a legend in his heyday. His mastery of the ninja arts is nothing to scoff at, and he was fully deserving of receiving the rank of Hokage.

Not many people can accomplish this feat.
22 Danzo Shimura
One of the newest characters in Naruto Shippuden was Danzo Shimura. This imposing character was easily one of the most fascinating people in the entire show, with his fight against Sasuke being a massive highlight.
He was an easy character to hate, mainly because of the atrocities he committed against the Uchiha. Watching him fall at the hands of Danzo was one of the highlights of the series by a country mile.
21 Tobirama Senju
Speaking of the previous Hokage, it's time to talk about the Second — a Hokage who admittedly didn't have as much screen time and thought put into him like the others. However, that still doesn't take away from the fact that he's stupidly strong in his own right.
The ability to use all five nature transformations, along with an impressive array of powerful genjutsu turned the Second into one of the most powerful individuals of all time, without a shadow of a doubt.
We've already talked about Sarutobi, but now it's time that we talk about one of his pupils that ended up haunting the village for the days to come. Of course, the person we're talking about right now is none other than the infamous Orochimaru.
We've already talked about Orochimaru's attack on Konoha, but this ninja's transgressions go way beyond this solitary incident. From performing unethical experiments to unlocking a questionable form of immortality, Orochimaru has done it all.
19 Itachi Uchiha
One of the most beloved characters in the entire series, it's amazing just how much of a drastic cycle of character development Itachi went through as the series progressed. For the most part, he was viewed to be nothing more than just another villain — that is, until his actual intentions were brought to light.

It's time to wrap up our talks of the Sannin with the third member of this elite group. Introduced as a rather lewd person, no one could've predicted just how powerful Jiraiya actually was — in fact, it's arguable that he is the most powerful of the three Sannin.
His mentorship of Naruto is something that definitely shouldn't be ignored since he helped one of the most powerful ninjas unlock his hidden potential time and time again. This intellect, coupled with his devastating powers, made Jiraiya a person to be feared by anyone who opposed him.
17 Sakumo Hatake
To be very honest, very little is known of Sakumo Hatake. Nicknamed as the "White Fang," the fact that he was the father of Kakashi already places him amongst the elite, and rightfully so. He was considered to be one of the best shinobi of his generation by a country mile.
To give this statement some much-needed context, it's a widespread notion that Sakumo's abilities were above that of the three Sannin, which is a massive compliment in itself. Unfortunately, his selflessness made him prioritize the lives of his comrades over the completion of a crucial mission. The blame and subsequent fallout proved too much for him, and he ended himself.
One of the infamous Ame Orphans who sported the most powerful eye technique in the ninja world, Nagato was an anomaly in every sense of the word. While initially perceived to be weak, his abilities grew to such an extent that he would've become incredibly powerful... had it not been for the tragic incident that led to the demise of his friend Yahiko.
The Rinnegan allowed Nagato to master all ninjutsu with ease. Even after his body weakened, he was able to awaken the Six Paths Of Pain who roamed the world in his stead.
15 Minato Namikaze
Time to talk about one of the most popular figures in Naruto, who just so happens to be the father of the main character as well. Minato is generally considered to be one of the most powerful ninjas of all time, and his sacrifice as the Fourth Hokage to protect the village is the stuff of legends.

There are many qualities that we can talk about for Minato, but the one thing that we'll focus on is his speed. You see, Minato was known as "Konoha's Yellow Flash" because of his blindingly fast Flying Thunder God Technique.
14 Might Guy
At this point, you might understandably be enraged. After all, how can Might Guy rank amongst the very top — that too above the esteemed names we've already mentioned? Well, the fact of the matter is that in terms of sheer raw power, there are none as powerful as Might Guy.
One need only take a look at the battle he had with Madara near the end of the series, where he opened all Eight Gates and unleashed a devastating blow called "Night Guy" on Madara. The recoil and aftereffects of using this mode were so severe that Guy almost burnt to ash and was confined to a wheelchair for the rest of his life.
13 Hashirama Senju
It's finally time to mention the original Hokage who shaped the Leaf Village as we know it, along with his friend-slash-rival Madara Uchiha. The responsibility that Hashirama fulfilled to bring peace and order to a region that was ravaged by war is commendable.
Of course, one can't talk about the power of the First Hokage without mentioning his unique Wood Release technique that has become a signature of sorts. It's so rare that the only other person who can use this form of Release is Yamato — and that's because of Orochimaru's experiments.
12 Obito Uchiha
The topic of Madara Uchiha will come time and time again, so it's time we mention the name of the person who adopted this alias to increase his influence on the world. We're talking about Obito Uchiha, who served as the antagonist of the series for the most part.
He was already a force to be reckoned with the Sharingan. However, it was after stealing Nagato's Rinnegan that he truly became a towering presence with seemingly no equal. Thankfully, the humanity that was inscribed on him as a child was still present and helped in switching his mindset over to what was right.
11 Madara Uchiha
It's finally time to talk about the person who dictated the events that led to the Fourth Shinobi World War. Yes, the person we're talking about is none other than the legendary Madara Uchiha — a person so villainous and diabolical that calling him "evil" won't even begin to describe his vile actions.

7 Minato Namikaze Was A Generational Shinobi
Konohagakure's Fourth Hokage, Minato was known to be a generational shinobi and held in high regard by people all over the world. He was one of the main reasons for ending the Third Great Ninja War, which shows how skilled he truly was.
Minato was known to be the fastest shinobi of his time, and in his fight against Obito Uchiha and the Nine-Tails, he proved how dangerous he truly could be. In the Fourth Great Ninja War, Minato gained access to the Yin-half of Kurama, making him even stronger.
6 Hashirama Senju Was A Legendary Figure
Hashirama Senju was born during the Warring States Era and, together with Madara Uchiha, he created Konohagakure. He became the First Hokage of the village and also left his mark as one of the strongest Hokage ever, second only to Naruto Uzumaki.

Might Guy was one of the Konohagakure's strongest shinobi and despite only relying on Taijutsu in battle, he was a force to be reckoned with. Guy showed his true strength in the Fourth Great Ninja War when he took on Madara by opening all the Eight Inner Gates.
Guy's power increased to a point where he could overwhelm Madara in battle, with his strongest attack being powerful enough to nearly kill him. At his strongest, Guy possessed far greater power than the Five Kage combined.
3 Madara Uchiha Was The Perfect Ten-Tails Jinchuriki
Madara was born in the Warring States Era, just like Hashirama Senju. His skill rivaled that of the First Hokage and during the Fourth Great Ninja War, Madara finally surpassed Hashirama by becoming the Jinchuriki of the Ten-Tails.

Unlike Obito, Madara's version of the Ten-Tails was complete, meaning he possessed greater power. Madara also possessed both Rinnegan and reached a whole new level. Madara was already above the level of the Five Kage before becoming a Jinchuriki and this upgrade put him beyond the reach of any Kage ever.
2 Sasuke Uchiha Could Rival Naruto Uzumaki
Sasuke progressed together with Naruto Uzumaki and reached great heights in the Fourth Great Ninja War. Not only did he gain the Eternal Mangekyo Sharingan but he also met Hagoromo Otsutsuki and awakened the Rinnegan in his left eye. Sasuke also gained access to Six Paths Yin powers and this made him strong enough to compete with Six Paths Madara Uchiha.
After Kaguya Otsutsuki's fall, Sasuke mentioned that his Rinnegan was getting stronger and he absorbed the chakra of all the Tailed Beasts, making him the strongest at the point. The only shinobi who could defeat him was Naruto Uzumaki.
1 Naruto Uzumaki Gained Six Paths Powers
Naruto Uzumaki attained tremendous power during the Fourth Great Ninja War when he met Hagoromo Otsutsuki. Thanks to already having acquired the chakra of the Tailed Beasts, Naruto could use the Six Paths Sage Mode, which made him strong enough to take on Madara in battle.
Naruto could also fight Kaguya Otsutsuki and overwhelm her using his Boil Release Kekkei Genkai. His power only kept increasing and by the end of the war, Naruto was far stronger than any Kage who ever lived.

Although comics are often criticized for having no real stakes because superheroes are usually too strong to feasibly lose, no one does ridiculously overpowered characters like anime. And the biggest offender of believability in this regard is quite possibly the seminal, beloved Naruto franchise. It might feature some of the most iconic anime characters of all time, but it also has some of the lowest stakes of any anime simply due to the ludicrous power levels its characters reach. Insert obligatory “It’s over 9000!” joke here. Using chakra, a mix of spiritual and physical energy that runs through the body like a second circulatory system in their universe, characters in Naruto are capable of everything from insane physical abilities to elemental mastery and reality-warping spells.
The series is still continuing with Naruto’s son, Boruto, as the protagonist of his own series. With so many new characters still being developed and introduced, it makes sense to run down some of the most powerful shinobi in Naruto lore. Point of reference: this list will be exclusive to the concluded Naruto and Naruto Shippuden series and will only include present characters. Otherwise, this list would just be filled with Edo Tensei reanimations and not reflective of Naruto as a series.
25 SASORI OF THE RED SAND
Ninja puppet masters are special shinobi who utilize life-sized weaponized dolls that are controlled through chakra threads. The strength of these special ninjas is measured not in how powerful their puppets are, but in how many they can control at one time. In this regard, Sasori of the Red Sand, so named because of the blood he spilled, is inarguably the most powerful ninja puppeteer in Naruto lore, capable of using up to a hundred highly-advanced puppets at once. Orphaned at a young age and raised by his grandmother in the Village Hidden in the Sand, Sasori demonstrated an aptitude for ninja puppetry early on. He was so talented in crafting puppets that he developed the ability to make human puppets, weaponized bodies protected from decay that retained the abilities of the people they once were. Sasori eventually left the Hidden Sand and killed the Third Kazekage, the village leader, in order to make a puppet from the powerful ninja’s body.
After a few years on his own padding out his collection of human puppets, Sasori managed the impossible, turning his own body into a weaponized puppet. With his new body, Sasori could connect his puppet collection directly to his chakra system, making the number of puppets he could control at once virtually limitless. With this ability, he conquered an entire country single-handedly. Sasori eventually died in a long battle with his grandmother, but he got the last laugh by murdering Chiyo with his unparalleled knowledge of poisons.
His time in the series was brief, but Kimimaro was one of the most instantly iconic and dangerous villains introduced in Naruto. As the last scion of the Kaguya clan, he was the sole remaining user of his family’s Kekkei Genkai, unique abilities that were passed down genetically within a single clan. Kimimaro’s clan had the ability to manipulate the calcium in their bodies, allowing them to use their own bones as weapons. The Kaguya clan was known for its ferocity and was wiped out in Kimimaro’s youth after a needless assault on a major village. Soon after, Kimimaro was found by the manipulative ninja scientist Orochimaru, who turned the lost youth into a powerful assassin with the help of his Curse Mark technique.
The Curse Mark helped Kimimaro develop new bone weapons.
Around this time, he developed new, innovative techniques like the abilities to shoot calcium bullets from his fingers, use his entire spine as a sword and to create a forest of bones. Using these forms, Kimimaro was able to tame the berserker Jugo, assist in the assassination of the Fourth Kazekage, lead the Sound Ninja Five and even consecutively fought off Naruto, Rock Lee and Gaara in a short span of time. Even more impressive, he did all of this while suffering from a degenerative illness that caused him immense pain. It was to this sickness that he eventually fell, dying mid-strike in his fight against Lee and Gaara.
In the world of Naruto, it’s rare for shinobi to be able to use all five of the natural chakra elements in their combat styles. Kakuzu, the short-tempered financier of the villainous Akatsuki organization, found a way around these limitations. All his abilities are derived from his unique body structure. Using a technique called Earth Grudge, Kakuzu turned his body into a shell held together by hundreds of grey tentacles. Physically, they allow him to contort his limbs and extend his reach, making him a dangerous combatant. On a metaphysical level, however, they allow Kakuzu to expand his lifespan by stealing and absorbing the hearts of others.
This also allowed him access to his victims’ chakra natures and, vicariously, all five chakra elements. He stored these hearts in masks that were sewn into his back and could detach into their own bodies at his direction. Additionally, Kakuzu was a keen strategist, who was capable of making the best use of his powers in any given situation. Since he technically had five hearts and his body could be restored by his Earth Grudge, he had to be killed five separate times in quick succession before he finally fell for good. Ultimately, it took several ninja including Shikamaru, Naruto and Kakashi to finish him off.
22 SHIKAMARU NARA
The resident genius of the Hidden Leaf Village, Shikamaru Nara was never as lazy, cowardly or simple as he liked to let on. Apart from being the series’ most brilliant strategist and easily the wittiest character on the show, Shikamaru was the sole heir to one of the Hidden Leaf’s most prestigious clans and inherited from them his repertoire of insanely creative abilities. His main technique was the Shadow Possession Jutsu, an ability that allowed him to control his opponents’ bodies by connecting his chakra to their shadow. Deriving from that are the Shadow Strangle Jutsu, which Shikamaru could use to physically grab his enemies once they were possessed, and the Shadow Stitching Jutsu, which let Shikamaru manifest his shadow as three-dimensional tendrils that could pierce and strap down his target.
These abilities make him a powerful shinobi, but his real power is his intelligence.
Shikamaru is easily able to think ten moves ahead of his opponents and quickly weed out the most efficient winning strategy. In his battle with Hidan, the masochistic zealot who killed his mentor, Shikamaru was able to predict the course of the battle so well that he ended up manipulating Hidan into helping the Leaf shinobi kill his partner, Kakuzu.
Yamato was pretty much destined to be one of the most powerful ninja in the entire series virtually from birth. As an infant, he was kidnapped and experimented on by Orochimaru, who implanted the baby with living cell tissue from Hashirama, the first Hokage of the Hidden Leaf Village, a shinobi so powerful he was referred to as a ninja god. Yamato was the only survivor of the experiments and, as a result, developed the ability to use the first Hokage’s legendary Wood Style, a technique that allowed Yamato to directly control and generate arbor.
As soon as his unique ability generated itself, Yamato was scooped up by the shadowy ANBU Root foundation, an elite black-ops team the developed cult-like around Danzo Shimura. Under Shimura’s direction, Yamato perfected his Wood Style to the point where he could create wooden clones from his own body, generate entire forests and houses and even use his abilities to control the giant Tailed Beasts that are integral to Naruto’s lore. At a young age, he was integrated into the black ops team and was sent on multiple high-profile assassination missions. Eventually, he was tasked to be Naruto’s personal bodyguard as he was the only person who could hope to control the tailed beast within him.
20 KISAME HOSHIGAKI
The Seven Ninja Swordsmen were a revolving group of shinobi who wield seven legendary and powerful blades and continuously pass on their technique and swords to the next generation. The only member of their loose group to take prominence in the series was Kisame, an amphibious member of Akatsuki who wielded the living sword Samehada. Hailing from the barbaric Village Hidden in the Mist, Kisame was a master of water-based techniques, particularly ones that involved the creation and manipulation of shark clones. Kisame was so proficient that he was able to create a giant, mobile water prison by spitting out an entire sea’s worth of water to manipulate.
Kisame's real power came from his sentient sword, Samehada.
Samehada was a semi-sentient sword capable of eating and absorbing chakra. It could then redirect that chakra to its master in the form of stamina and energy. Though an innately temperamental weapon, Kisme appeased Samehada by consistently feeding it powerful chakra. They were bonded for so long that their chakra signatures eventually became identical, allowing them to merge into an anthropomorphic shark form that doubled Kisame’s strength and speed. Kisame was even able to hide inside Samehada for long periods of time, allowing him to infiltrate enemy territory in secret. He eventually sacrificed himself to his own sharks after being captured by his rival, Might Guy.
19 HIRUZEN SARUTOBI
The leader of a Hidden Village, called a Kage, is often the most powerful ninja associated with that land at that time. In the case of Hiruzen Sarutobi, the Third Hokage of the Hidden Leaf, the Kage was the most powerful ninja in the village for multiple generations. He was made Hokage as a young man who then devoted himself to being the protector of his people and learning how to protect them as best he could. This involved him learning a multitude of high-powered Jutsu and techniques, including some forbidden ones. His battle arsenal was so extensive that he earned himself the nickname ‘Professor.’ He eventually retired but was forced back into his old job when his successor died suddenly.
In his youth, he was revered as a veritable god among shinobi. By the time Naruto starts, however, Hiruzen was well into his old age, and his abilities had deadened somewhat, but he was still able to deliver to audiences their first taste of Kage-level combat with his epic battle against his former student Orochimaru. In the fight, Hiruzen busted out his insane mastery of ninjutsu. He also demonstrated his unique summoning technique, calling the Chinese folklore character the Monkey King to fight at his side in the form of an expanding staff. Hiruzen ended the battle and his life with the ultimate sealing technique, a jutsu that summons the reaper itself to seal away the souls of both the jutsu’s victim and its user.
18 MEI TERUMI
In Naruto lore, the Village Hidden in the Mist had a barbaric history and reputation under the tyrannical control of the Fourth Mizukage. Whoever succeeded him would be burdened with the mission of rehabilitating the Hidden Mist’s image to the rest of the world. Fortunately, Mei Terumi was up for the job. Aside from her outgoing, flirty personality, Mei was born of two iconic clans in the Hidden Mist, giving her access to two different Kekkei Genkais.
As the child of two clans, Mei is a master of both Vapor Style and Lava Style.
With her Vapor Style, she could exhale a giant cloud of highly acidic mist that could melt through everything from flesh to metal to even the impenetrable chakra defenses of the Susanoo. It was so powerful and fast acting that Mei once used it to defend her village from falling meteorites, with the stones melting in midair before any significant damage could be caused. Mei’s other unique ability was the Lava Style technique, a jutsu that lets her spit out bursts or a steady stream of boiling lava, the shape, speed and temperature of which she can control at will. On top of her more specified powers, she’s also a master of lightning, fire, earth and water style jutsu, making her one of only a few ninja who can use up to four chakra natures.
17 LADY TSUNADE
A descendant of the first Hokage, Tsunade was born into one of the most powerful ninja clans of all time. But after a fairly tragic life, Tsunade was not meant for war. Instead, she applied her skills as one of the most proficient medical ninjas of all time. Her control over her chakra was so precise that she could stitch together virtually any wound and could even use her hand as a scalpel.
Tsunade was also the first person to realize the combat potential of medical ninjutsu. She was able to divert her chakra to specific limbs, increasing her physical strength tenfold. Her strength was so monstrous that she was able to cause seismic events with her punches. Tsunade also held the summoning contract with the slugs, allowing her to summon giant slug hivemind Katsuyu to help her both in battle and in healing. But her most impressive feat is, by far, her Mitotic Regeneration. By storing her chakra in a seal on her forehead, Tsunade can release it all at once to exponentially speed up her cellular regeneration, allowing her to heal almost instantly from any injury. Though this lets Tsunade openly engage in combat, it also shortens her lifespan every time she uses it. Still, the power it affords her gave her the strength to break through Madara’s supposedly unbreakable Susanoo defense. Tsunade earned herself the title of fifth Hokage through her devotion to her medical practice and the rules associated with it.
16 GAARA OF THE DESERT
One of the most popular characters in the series, Gaara of the Desert, began on the show as a sadistic and powerful young ninja with the eerie ability to manipulate sand. At his birth, Gaara became the unwilling vessel of Shukaku, the one-tailed demon of the desert. Though the demon gave Gaara incredible powers, it also drove him insane with whispered violent advice. By the time he was introduced to the series, Gaara’s control of sand was so precise that his go-to combat method was simply to encapsulate his enemy in a coffin of sand and crush them to death under extreme pressure. His sand seemed to have a life of its own, rising up to defend Gaara whenever a threat got too close.
With his Ultimate Defense, Gaara could encase his body in a dense sand armor.
In a worst-case scenario, Gaara could give control to Shukaku and even transform into the giant demon to wreak havoc on his opponent. Even when Shukaku was eventually removed from his body, Gaara had access to a plethora of powerful abilities, such as a third eye made of sand that could connect to his optic nerve, crafting otherworldly weapons out of sand, and even the power to control entire deserts at once. After being made Kazekage for his strength, he was subsequently made the leader of the Allied Shinobi Forces for his role in reinvigorating the older Kages. Oh, and he could also fly with his sand.
In Naruto, each of the chakra natures focuses on a different element in combat. Wind style is focused on cutting, water style is mostly about crushing and lightning style is primarily the tool of speed and piercing abilities. And nobody in the Naruto canon embodies this more than A, the Fourth Raikage of the Village Hidden in the Clouds. As a master of lightning style, A could use his chakra to surround his body with an electric aura that enhanced his speed exponentially, even compared to the Fourth Hokage, Minato Namikaze, who could teleport with a space-time technique. He’s so fast that he was able to use his speed to beat Tsunade in an arm wrestling contest. He’s also physically powerful, though not through any jutsu, he just works out.
Though both his speed and his incredible physical strength, A developed his own combat technique that Naruto creator Masashi Kishimoto based largely on real-life professional wrestling moves. With his supernatural speed, A can move faster than the eye can follow and deliver devastating attacks before his opponents even know he’s there. No matter how strong he is, however, he’s at his most powerful when tag-teaming with his adopted brother Killer Bee. Together, they’ve beheaded enemies with their Double Lariat even without their respective augmented forms.
14 ONOKI THE FENCE-SITTER
As the third Tsuchikage, the leader of the Village Hidden in the Stones, Onoki is naturally a powerful ninja, but his abilities start to break the physical laws of the Naruto world. Using his expertise in Earth Style jutsu, Onoki can make himself so light that he can achieve flight. His abilities also work the other way, so he can make his enemies so heavy that they sink into the ground and can’t move. He’s also able to create rock golems, giant humanoid boulders that he can send into battle for him. But his ultimate technique is the one handed down to him by his predecessor, the Particle Style jutsu.
With Particle Style, Onoki can disintegrate matter on an atomic level.
By using three elemental types at once, Onoki can turn his target into nothing but dust. Due to his diminutive stature and middle-of-the-road nature, Onoki never bothered to learn much taijutsu, physical martial arts techniques, but he can accentuate his physical attacks by encasing parts of his body in thick, bulky rock armor so he can deliver powerful strikes. As a Kage, Onoki helped to break through Madara’s impenetrable Susanoo and even helped Gaara to stop the Shattered Heaven technique, which calls down a pair of meteors to strike a specific point.
13 KAKASHI HATAKE
Though Naruto is filled with powerful characters who push the limits of believably with their abilities, Kakashi Hatake was the first shinobi who was presented as being overpowered. As a child prodigy, Kakashi demonstrated his ability to manipulate four chakra elements from a young age. His strict devotion to the shinobi lifestyle drove him to train extensively and put him ahead of his peers. Under the tutelage of the Fourth Hokage, Kakashi grew into a powerful ninja capable of developing his own ultimate technique, the piercing lightning jutsu called Chidori.
However, the jutsu never fully worked until Kakashi received his greatest gift: the Sharingan Eye. The exclusive eye jutsu of the Uchiha Clan, the Sharingan gives its user ridiculously enhanced visual perception. Kakashi was able to use his single Sharingan so proficiently that he could copy the techniques his opponents used by following their movements, earning him the nickname ‘Copy Ninja.’ Later, his Sharingan evolved into a Mangekyo Sharingan, giving him access to the Kamui ability, which lets Kakashi warp objects between dimensions. Apart from his extensive list of techniques available to him, Kakashi is a combat genius and is capable of making up new tactics and jutsu on the fly. For his role in ending the Fourth Great Ninja War, Kakashi was named the Sixth Hokage.
12 JIRAIYA THE TOAD SAGE
The only person to turn down the title of Hokage, Jiraiya was one of the three Sanin, a team consisting of himself, Tsunade and Orochimaru who represented the best shinobi of the Hidden Leaf during one of the many shinobi wars. Jiraiya was also the Toad Sage, a powerful shinobi capable of using sage chakra to enhance his strength and speed.
By merging with the Frog Lords, Jiraiya could reach the powerful Sage Mode.
Outside of Sage Mode, Jiraiya was extremely proficient with ninjutsu and had several unique abilities. He could summon the giant toad chiefs, manipulate and generate oil to use in his Fire Style techniques, melt into and manipulate shadows and grow out and control his hair with the Raging Lion’s Mane Jutsu. But his most powerful technique was the one he learned from his student, the Fourth Hokage: the Rasengan. This swirling sphere of pure chakra was capable of cutting through solid wood, blasting enemies several yards away and became the signature move of both Jiraiya and Naruto. Jiraiya even improved the Rasengan by creating a massive version of it so large that it could drill through an entire body. After being considered unbeatable for most of his life, he eventually died in a battle with his former student, Nagato, who had transformed himself into the Six Paths of Pain.
11 DANZO SHIMURA
Originally in consideration for the role of Third Hokage, Danzo came into power as a balance for Hiruzen. Whereas Hiruzen was benevolent and peaceful by nature, Danzo was paranoid and vindictive. He formed the Anbu Root organization to be a veritable cult around himself and began taking all personal precautions he could to ensure both his and his village’s survival. This involved stealing the Sharingan from multiple Uchiha and implanting them in his right arm and eye as well as implanting himself with cells from the First Hokage. In battle, Danzo is a master of Wind Style techniques, specifically vacuum-based suction attacks. The Sharingan implanted in his right eye was an evolved Mangekyo Sharingan which gave him the Kotoamatsukami ability, the power to cast an illusion so subtle that it can alter the will of its victims without them even realizing it.
He was also capable of summoning a powerful chimera beast to fight for him in desperate situations. He could even use Wood Style jutsu, though he didn’t have good control over it. His most powerful technique, however, came from the Sharingan in his arm. With them, he could use the reality-warping Izanagi, which allowed him to make slight alterations to the world around him at the expense of his sight in one of his many eyes. He was eventually killed by Sasuke, who was able to overcome his Izanagi with his own Sharingan eyes.
10 KABUTO YAKUSHI
Originally a sidekick and apprentice to Orochimaru, few could have predicted that Kabuto would become one of the most dangerous villains in the entire series. A medical prodigy, Kabuto’s combat ability was at first limited to turning his arms into sharpened scalpels with his chakra. After Orochimaru’s apparent death, however, Kabuto implanted himself with Orochimaru’s cells and transformed into an anthropomorphic snake. With his new body and abilities, Kabuto was able to learn sage techniques such as the blindingly painful White Extreme Attack, the environment-warping Inorganic Animation and could even manifest the abilities of those whose cells he’s absorbed, including the Sound Ninja Five. Despite this, his most powerful claim to fame isn’t at all related to his sage jutsu. Kabuto’s most dangerous jutsu is the Edo Tensei, the Impure World Resurrection Technique

With just a few bits of DNA from a dead shinobi, Kabuto can reanimate them into undead slaves to do his bidding. Kabuto claimed to haver perfected this technique and was able to summon an army of dead ninja to fight in the Fourth Great Ninja War. He eventually is caught in Itachi’s eternally looping Izanami illusion, forcing him to relive the same few minutes of his life until he has an epiphany. Kabuto manages to escape the illusion by coming to terms with his traumatic upbringing. After the war, he became a peaceful monk and opened an orphanage.
9 MIGHT GUY
Most ninja on this list became insanely overpowered because of their crazy jutsu and unique talents derived from their chakra. Might Guy is the exception that proves the rule. Though capable of using ninjutsu, Might Guy chose to specialize in taijutsu and is without a doubt the most accomplished and powerful physical fighter in the entire Naruto universe. Using just his fighting skills, Guy was able to hold off both Itachi and Kisame when they attempted to invade the Leaf Village.
When pushed to dangerous levels, he can use the Eight Inner Gates, a series of chakra stabilizers throughout a shinobi’s body which can be overclocked to temporarily grant them superhuman strength and speed at a physical price. As the gates progressively open, Guy is capable of using increasingly powerful attacks. For example, the Morning Peacock allows him to punch the air with such velocity that it makes a wreath of fireballs, the Afternoon Tiger sends a wave of condensed air at its target and the Evening Elephant sends multiple cannons of pressure waves to a single point, all done with nothing more than pure physical techniques. But his power doesn’t end there. By opening all eight Inner Gates, Guy turns his blood into pure fire and exude it from all of his pores. His already enhanced strength increases a hundredfold, and he moves so fast that even Madara, a god-like shinobi, recognizes him as a worthy opponent.
As the most powerful of the Hidden Leaf’s legendary Sannin, Orochimaru’s power was surpassed only by his twin ambitions of learning every jutsu ever created and achieving immortality. He specialized in body techniques and even created an Immortality Jutsu that allowed him to transfer his soul between different vessels to stay alive. He’s done so many modifications to his own body over the years that he’s practically more snake than human, and he could use his serpentine body to heal himself from even bisection. His knowledge of ninjutsu was unequaled, and he can use all five chakra natures. He can summon giant serpents, shoot an entire wall of shadow snakes from his sleeves.
Orochimaru can even transform into a massive, eight-headed hydra.
For defense, he can even summon a trilogy of giant Rashomon gates. Though he is incapable of using sage jutsu, Orochimaru crafted his signature Curse Mark technique by modifying sage chakra. The Curse Mark imbues its target with a sliver of Orochimaru’s elemental power to enhance their power. In a pinch, Orochimaru can even resurrect himself from the bit of his DNA in the Curse Seal. Moreover, he possesses the Grass Longsword, which can extend to any length and cut through virtually anything. He keeps this sword inside one of the many snakes that make up his body. In fact, Orochimaru’s true form is actually a giant, human-headed white serpent with other smaller snakes for scales.
7 OBITO UCHIHA
Obito Uchiha and the insane power levels he reached might just have been the most shark-jumping moment of the entire series. After being presumed dead during a mission in his childhood, Obito was recovered and healed by Madara, who kept him alive with cells from the First Hokage, giving Obito limited use of Wood Style. As an Uchiha, Obito was able to unlock the Sharingan and, when he witnessed his crush being killed by his best friend, Obito’s Sharingan evolved into its Mangekyo form. Like its twin that was used by Kakashi, Obito’s Mangekyo Sharingan gave him the Kamui ability to warp parts of his body in and out of other dimensions, making him virtually untouchable.
Apart from that, he was naturally gifted at fire style techniques, could summon the Gedo Mazo demon statue and became a master of sealing jutsu. He later acquired the Rinnegan, a supplementary eye technique several steps beyond the Mangkeyo which granted him access to Six Paths Jutsu, the powers of the legendary Sage of Six Paths. Not long after that, Obito became the jinchuriki host of the unstoppable Ten-Tails. In his new and final form, Obito could naturally fly, create additional limbs with a thought and had access to the Truth-Seeking Balls, indestructible flying black spheres which could be bent into any shape Obito needed. He was so powerful that even when he died in battle against Kaguya, he was able to lend Kakashi his chakra and Sharingan eyes from beyond the grave.
Hailing from the Village Hidden in the Rain, Nagato was transplanted with the Rinnegan eyes, a signifier of the mythic Sage of the Six Paths, at a very young age. He was trained in ninjutsu by Jiraiya who revered the young war refugee as a reincarnation of the Sage. Nagato was capable of all five chakra natures, projecting an astral image of himself and others and could spy on people through rainfall. Later in life, he was crippled during a battle with his village’s leader and learned how to operate from a mechanical chair. Fortunately, his access to the Six Paths power let him create chakra receivers. By placing them in corpses, he could reanimate them and grant them a portion of his power while he controlled them remotely. He even gave himself a new name, Pain.

With his six avatars, the Six Paths of Pain, Nagato could control gravity, summon a wide variety of giant animals, absorb chakra, control people’s souls and turn into a weaponized cyborg. He could even consort with the lord of the underworld to return the souls of the dead to their bodies in the ultimate deus ex machina. With his Rinnegan, he had shared his vision with his Paths and could strategize on the fly using information from all of them at once. With this power, he captured and killed several powerful jinchuriki, murdered his old teacher Jiraiya and even decimated the Village Hidden in the Leaves.
5 ITACHI UCHIHA
At a certain point, Masashi Kishimoto himself named Itachi Uchiha as the single most powerful character in the Naruto universe. That was long before newer characters revealed just how overpowered they could be, but an endorsement from the creator still goes a long way for this list. It also is worth mentioning that Itachi never once unintentionally lost a fight. He was a prodigy of the Uchiha, unlocking his Sharingan at an early age, joining Anbu black ops at age 11 and activating his Mangekyo Sharingan in his teens. He was so powerful, so early in life, that he was selected for an impossible mission. His clan was grumbling about potentially attempting a coup. To prevent this, Itachi had to slaughter most of his own family in one night, leaving only his little brother Sasuke alive.
However, this was an intentional ruse by Itachi. By forcing all of his brother’s animosity into one target, Itachi planned to end his clan’s Curse of Hatred by letting Sasuke kill him at the right time. In combat, Itachi is virtually unmatched. He can cast powerful illusions, dissolve his body into a flock of crows and is one of the strongest Fire Style users in the series. His real power, however, stems from his Mangekyo Sharingan, which grants him access to three legendary techniques: the torturous illusion Tsukuyomi, the unquenchable Black Fires of Amaterasu and the impenetrable defense of his Susanoo avatar. He eventually died at Sasuke’s hand, but that had been his intention all along.
4 MADARA UCHIHA
Madara Uchiha’s world-breaking powers made him one of the most powerful ninja to ever live. By implanting his brothers’ eyes into his own, Madara unlocked the Eternal Mangekyo Sharingan, giving him access to, among other powers, the perfect Susanoo, an unbreakable, fully-formed chakra avatar that could be used for offensive and defensive purposes.
With the Shattered Heaven technique, Madara could send meteors down on his enemies.
Even without his Susanoo, Madara’s regular Sharingan was so powerful that he went up against the Allied Shinobi Forces single-handedly and made a significant dent in their numbers. He also mastered the Edo Tensei and was able to restore himself to full life when he was reanimated with it. By combining his Sharingan with the cells of the First Hokage, he was able to unlock the Rinnegan and all powers associated with it as well as the coveted Wood Style. During the Fourth Great Ninja War, he became the jinchuriki of the Ten-Tails and gained the powers of flight and the Truth-Seeking Orbs. With the combined power of the ten-tails and the Rinnegan, Madara was able to cast the Infinite Tsukuyomi, an illusion that enthralled the entire planet. While they were under his spell, Madara was even able to generate a forest large enough to cover the globe. Even without all his additional forms, he was able to control the tailed-beasts with just his Sharingan and his will.
3 SASUKE UCHIHA
As the anti-hero of the entire franchise, Sasuke Uchiha’s vengeful mission began when he witnessed his older brother massacre their family. Starting then, Sasuke trained diligently to one day become powerful enough to beat his brother. Though he didn’t learn as fast as Itachi, Sasuke had a wider variety of teachers. Kakashi taught him vigilance and, after his Sharingan unlocked, taught Sasuke the powerful Chidori technique. However, Sasuke’s thirst for power surpassed Kakashi’s teachings, and he eventually aligned himself with Orochimaru, trusting the Sannin to imbue him with the strength he needed. Under Orochimaru’s guidance, Sasuke became a more efficient fighter before ultimately killing Orochimaru.
After killing Itachi and unlocking his Mangekyo Sharingan, Sasuke could easily fight Akatsuki or multiple Kages simultaneously, and he even killed Danzo for his role in the Leaf conspiracy, overcoming the reality-warping Izanagi in the process. During the Fourth Great Ninja War, Sasuke was granted Six Paths chakra by the Sage of Six Paths himself, unlocking the Rinnegan in his left eye. While this gives him access to the Six Paths, it also grants him a special space-time technique called Amenotejikara which lets him instantly switch places with a target. His most powerful move, however, is Indira’s Arrow, which shoots a lightning bolt infused with demonic chakra from Sasuke’s full-bodied Susanoo with enough power to cut through a tailed-beast’s attack.
2 NARUTO UZUMAKI
The main character of an anime series is almost always ridiculously overpowered, and Naruto is no exception. In his most basic form, he’s capable of making thousands of physical copies of himself, using a series of giant Rasengan attacks and summoning giant Toad Chiefs. His next most powerful form is the use of the Nine-Tailed Cloak. By accessing the chakra of the nine-tailed fox named Kurama sealed inside him, Naruto can surround himself in a boiling aura of chakra that gives him beast-like abilities, lets him extend his limbs and allows him to use the devastating Tailed-Beast Bomb. The next level for Naruto is his sage mode, which lets him use the Frog Kata physical combat technique and the Rasenshuriken, a deadlier version of his already powerful standard attack that he can throw like a disc.
Without a doubt, Naruto is the most powerful human in the series.
After befriending Kurama, Naruto reached Nine-Tails Chakra mode, which turns his body into flaming chakra. Like this, he can grow additional limbs, move faster than lightning, can spread his chakra to an entire army and can manifest Kurama’s body in the form of a chakra avatar. This form is augmented by Six Paths chakra, letting Naruto use Truth-Seeking Orbs, fly, access the Six Paths and lets him hold the power of all nine tailed-beasts in his body at once.
1 KAGUYA OTSUTSUKI
The literal deus ex machina of the entire series, Kaguya, was the rabbit-demon puppet master pulling all the strings the whole time. The alien mother of the Sage of the Six Paths, it was Kaguya who first created and dispersed chakra. This gave her god-like powers, including flight, the ability to merge herself with nature, change environments, dimension-hopping, telepathy, chakra absorption, regeneration and the ability to create. In combat, she can use her bones as weapons and even a scratch from them will reduce a target to ash. She can shoot needles out of her hair and control its length and density.
Kaguya can also use the Expansive Truth-Seeking Orb, a giant ball of destruction that could feasibly wipe out existence so that she could remake it in her image. In addition, she wields all three major eye jutsu: the Byakguan, the Sharingan and the Rinnegan, and can initiate the Infinite Tsukuyomi. Once she has people under her control, she can even transform them into White Zetsu slaves. She can also absorb and transform into the Ten-Tailed Beast at will, instantly becoming a giant raging monster. Truthfully, considering that she can jump between realities, becoming a monster is one of her weaker abilities.

The Naruto universe has gifted its fans some of the most powerful characters in all of anime.
A discussion trying to determine the most powerful ninja in the series is really a tough one, since the roster of powers displayed in Naruto as well as Naruto Shippudenis incredibly diversified.
Moreover, there are many aspects of strength to be considered, some of which are specific to certain ninjas. For example, Shikamaru's intellect, Rock Lee's motivation, and the like, make them stronger as characters and help them outshine overpowering enemies.
On that note, here is a list of five of the most powerful ninjas in Naruto.

Arguably the strongest of the Legendary Sannin, there is a reason why Orochimaru is feared across almost every Shinobi nation.
His vast repertoire of jutsu, including almost every forbidden jutsu there is, along with his ambiguous morality makes him an exceptionally strong ninja from the Naruto universe. Fans still remember how he came across as one of the creepiest villains ever.
There have been many characters in Naruto who have claimed to be gods, or were gods. However, arguably the only character who felt like a God was the leader of Akatsuki: Pain.
Lord Pain, the God of Hidden Rain Village, possessed the eye of the Sage of Six Paths, the Rinnegan, and as a result, had a terrifying roster of powers in his arsenal. Not many characters in the series have had the audacity to completely obliterate the Konoha village and then reasonably justify it.
3) Itachi Uchiha
An understandable addition to the list, Itachi Uchiha has a separate fan base of his own. Although he's a fan favorite because of the burden he shouldered for Konoha, he is widely loved for his insane battle prowess as well.
A prodigy from the Academy and the youngest member to join the ANBU Black Ops, Itachi was already one of the strongest ninjas since his childhood. Throwing his Mangekyo Sharingan into the mix, he was naturally feared across nations, and was one of the strongest Akatsuki members.
2) Madara Uchiha
Watching Madara Uchiha slaughter the Allied Shinobi forces singlehandedly was terrifying as well as admirable. Frenemy to the revered First Hokage, and the co-founder of Konoha, Madara Uchiha was a legendary ninja and definitely one of the strongest ones ever in the Naruto universe.
1) Hashirama Senju
Widely revered as the God of Shinobi, the First Hokage Hashirama Senju is undoubtedly one of the strongest among all the legendary Shinobi across history. The man was a beast, as was evident when he looked up at a Susano'o clad Kurama being controlled by Madara and smiled.
An immensely powerful goofball, Hashirama Senju is arguably the strongest ninja in the entire Naruto universe, with the exception of Naruto and Sasuke.

Ranking The Most Powerful Shinobi In Naruto

The shinobi world of "Naruto" is a land both foreign and familiar, full of powerful warriors wielding physical and magical abilities, grounded in both martial arts and Japanese spiritual beliefs. The Uchiha clan's Tsukuyomi, Amaterasu, and Susanoo are named after sibling Shinto deities; the hand signs are rooted in Buddhism; and the idea of chakra, life energy the shinobi tap into to gain superpowers, comes from Hinduism and Buddhism.
It makes sense, then, that the strongest shinobi are godlike. Yet manga artist Masashi Kishimoto also made his superheroes actual, well-drawn humans. They're all plagued by inner demons both physical and mental. They all struggle with commitments to family, friends, love, and duty. It's that paradigm where we find ourselves relating to people who can walk on water and jump tree to tree without falling. So the ability to elevate their power to the point where they can train hard enough to conjure, say, a 10-story super body out of pure energy or shoot electric dragons out of their fists seems somehow feasible.
Shinobi exist in hidden villages funded by lucrative mercenary jobs, but it's still just a job. Kids go to ninja academy, but it's still just school.
Every fight scene between these shinobi becomes an epic battle full of surprise attacks and counterattacks. It's a fun world to live in, and the best battles are when the most powerful shinobi go toe-to-toe. Yet, the most powerful being in "Naruto" isn't even a shinobi.
Kaguya Otsutsuki orchestrated everything, from dispersing chakra powers to manipulating Madara into ushering forth her power. Her son is the Six Paths sage. But since she's really a celestial, not a shinobi, she's not on the list. So sorry goddess Kaguya, you don't make the list. Shinobi only.
15. The Five Kage
To be a Kage, you have to be one of the most powerful shinobi in your hidden village. The Five Kage are Gaara the Kazekage, Onoki the Tsuchikage, A the Raikage, Mei the Mizukage, and Tsunade. Each is able to change the dynamic of any battle. Granted, they all have weaknesses, which is why they're so low on the list. Don't let that fool you, though — their strengths are legendary.
Gaara's power originally came from the One-Tailed Shukaku, and he can form sand into any shape, make it hard enough to crush people, or provide him with a rock-solid shield. Onoki is a master of Particle Style, allowing him to fly and turn people or objects into dust. A wields lightning, combining unbeaten speed with wrestling-style physical blows. There's Mei, who can shoot acid mist and spew lava. Tsunade is the one we've seen control the battlefield the most (more on her later), but on a good day, any of these Kage could capably battle any shinobi in "Naruto."
14. Might Guy
Might Guy, like his protégé Rock Lee, is kind of a geek, bringing comic relief during awkward interactions with his fellow shinobi. When it comes to jutsu, his rivalry with Kakashi is one-sided, since Kakashi is a jutsu master.
Guy Sensei is a taijutsu specialist, a physical fighter in a world of magic. But through focus and hard work, Guy is the greatest taijutsu fighter in the land. He does have one trick that makes him superhuman — the ability to open the Eight Inner Gates of chakra. As he unlocks each, he becomes faster and more powerful. Plus, with open gates, he can launch attacks similar to jutsu solely from the power and speed of his punches and kicks.
Once he's opened the eighth and final gate, Guy is literally on fire, powerful and fast enough to strike blows at Madara — which is especially important since Madara is able to absorb jutsu. In fact, of all the shinobi, Guy is one of the few who impresses the villainous character.
While not as versatile as other shinobi, Guy can hang with anybody using just his body. When taijutsu is the only answer, he is unmatched.
The Fifth Hokage is first and foremost a medical ninja, possibly the most skilled since her grandfather, Hashirama Senju. Yet while her healing abilities are world-renowned, her physical strength is insane since she can focus her chakra into every punch or kick. Just a single flick from her finger sends Naruto flying.
Her skills are so legendary, in fact, that Orochimaru tries to recruit her to heal him despite having the amazingly capable Kabuto at his side. Sure, Tsunade doesn't use as many attack jutsu, but she can focus her chakra to deliver a blow that breaks Madara's "indestructible" Susanoo. And during that very battle, she uses her mitotic regeneration, which makes her cells heal and regenerate themselves instantaneously.
The true might of her power is shown in the siege of the Six Paths of Pain, when she uses her healing chakra and her summoned slug, Katsuyu, to essentially heal the Leaf villagers all at once (albeit, at great personal cost). Later, even after being cut in half, she still uses her considerable power to save other defeated Kage nearby.
12. Kakashi Hatake
He's known as Kakashi the Copy Ninja, the one who knows a thousand jutsu. He's also the leader of Team 7, and the Sixth Hokage. Whatever you call him, Kakashi is one of the strongest shinobi throughout "Naruto," fitting into the legendary teacher-student lineage that goes all the way back to the Second Hokage, Tobirama Senju. And Kakashi himself begins "Naruto" as the sensei for our titular hero, as well as Sasuke and Sakura.
He invented the lightning jutsu called Chidori, he wields a Mangekyo Sharingan, and he learns the dimension-tearing Kamui. Between his natural ability and his Sharingan, Kakashi can learn almost any jutsu simply by watching it. Kakashi fights with an intensity that makes every battle dynamite, but he also shows his mental toughness when he endures Itachi's torturous Tsukuyomi without going insane. Regardless of the intensity of the battle, Kakashi is always able to assess the situation calmly.
Kakashi's knowledge, quick-thinking, and level head lead him to be named Hokage twice, the second time sticking due to his role in the Fourth Shinobi War.
11. Hiruzen Sarutobi
The Third Hokage, Hiruzen Sarutobi, had retired before "Naruto" began. Then Lord Fourth died fighting the Nine-Tails, and old man Sarutobi had to come out of retirement. His knowledge of jutsu is legendary. It's said that he knows every jutsu in Konoha, due in part to his legendarily studious nature. In fact, his knowledge has earned him the nickname "the Professor."
In "Naruto," all the most powerful shinobi become senseis, so it would make sense a society that respects teachers would have the most knowledgeable professor at its helm. In battle, we see him defeat Orochimaru and the reanimated First and Second Hokages, with the First being arguably the most powerful shinobi ever, Hashirama Senju.
Of course, Sarutobi's win over Orochimaru is a pyrrhic victory at best, since Sarutobi has to use the Reaper Death Seal, and he admits that his advanced age has weakened him to the point where he has to settle for only taking Orochimaru's arms. Still, few if any other shinobi would've been able to defeat Orochimaru, Hashirama Senju, and Tobirama Senju at the same time.
10. Kabuto Yakushi
Kabuto is a shinobi whose most powerful form is a gift from another great shinobi. Kabuto himself, however, is a skilled medical ninja and longtime spy whose power lies in deception and his precise scalpel hands.
As Orochimaru's right-hand man, Kabuto learned at the feet of a true master, albeit a twisted one. Kabuto's cold pragmatism is frightening, a product of his childhood as an orphan and his subsequent work as a spy, not to mention his tutelage under the heartless Orochimaru.
After Orochimaru's death, Kabuto takes some of the snake master's cells and uses them to turn into a ruthless serpent-like — a Snake Sage. His ability to control battlefields of reanimated shinobi (a jutsu he learned from Orochimaru) is the cornerstone of Tobi's Fourth Shinobi War. Kabuto's ability to reanimate and control the greatest shinobi of all time is almost as impressive as his ability to hold off Sasuke and Itachi ... well, until Itachi unveils the Izanami, an inescapable time warp.
Kabuto ends his career as a monster, but it's undeniable that this boy from humble beginnings becomes one of the most powerful shinobi the world has ever seen.
9. Danzo Shimura
Danzo, despite being a Leaf Village elder, could also be seen as one of the Leaf Village's greatest enemies. For starters, he doesn't believe in the pacifist approach to diplomacy espoused by many of the Hokages, frequently trying to undermine them. He's almost as ruthless as Orochimaru, stealing Uchiha's Sharingan eyes to implant them in his arms for his secret weapon, the time-bending Izanagi.
Danzo is also powerful enough to almost defeat Sasuke, even though Sasuke is fresh off besting Orochimaru and the Eight-Tales. He can control Shisui Uchiha's special Sharingan eye and even launch a sealing jutsu that almost captures Sasuke and Tobi. As a leader, Danzo is powerful enough to run a shadow organization within the Hidden Leaf village without anybody being able to shut it down, much less control it.
His pride and war-hungry drive eventually lead to his undoing, especially after his disgraceful flight from the Five Kage Summit. As a man who has all but set himself against everybody within and without his village, though, Danzo's a worthy opponent.
Jiraiya starts off as the goof to Orochimaru's cool, talented young shinobi. However, his recklessness leads him to accidentally transport himself to Mount Myoboku, the toad kingdom, where he undergoes strenuous training, reemerging as the Toad Sage.
Jiraiya's power lands him and his two equally legendary teammates, Orochimaru and Tsunade, with the title of the Legendary Three Sannin. During this period he trains young Nagato, who eventually becomes Pain. He becomes Minato's sensei, the eventual Fourth Hokage.
Later on, during the timeframe of "Naruto," his reputation is such that nobody dares challenge him, even the team of Kisame and Itachi, arguably the strongest of all Akatsuki duos. Yet perhaps his greatest power lies in the first book he wrote, which gives Naruto his name and inspires Naruto and Nagato to find another route for peace. Jiraiya even teaches the slow-learning Naruto the extremely complicated Rasengan, strengthens him during the time jump before "Shippuden," and inspires him forever. As a writer and teacher his impact is unmatched.
Jiraiya is also named Fifth Hokage based solely on his strength, a title he defers to Tsunade, preferring to go on solo missions. He even fights a valiant battle against the Six Pains in Toad Sage mode. Before he dies, he manages to relay important information to the Leaf Village that helps them fight Nagato/Pain.
If there's an exception to the idea that powerful shinobi are given gifts from more powerful beings or colleagues, it's Orochimaru. His power comes from his inquisitiveness, his natural talent, and an absolutely ruthless drive for power. Also, maybe a little from his relationship with snakes.
Orochimaru, Jiraiya, and Tsunade are echoed almost directly in Sasuke, Naruto, and Sakura, respectively. Orochimaru's falling out with Jiraiya sticks with the Toad Sage forever, but it had been warranted — Orochimaru had been experimenting with people from Konoha to learn forbidden jutsu.
Orochimaru eventually takes his experiments far beyond what most others could do, figuring out how to give evolutionary curse marks and elevating reanimation jutsu to new heights. He can also switch into other bodies, achieving an immortality he'd long desired. He's unbeatable until his student Sasuke uses his Sharingan and his intimate knowledge of Orochimaru's abilities to kill the Sannin.
Orochimaru created his own hidden shinobi village, and he even fought Naruto in four-tailed shroud mode to a standstill by using his own monstrous jutsu.
A mad scientist with the skills of a legendary shinobi? You almost have to respect the maniac.
6. Obito Uchiha
Few surprises in "Naruto" are as huge as the revelation that the man behind the mask running the Akatsuki is Obito Uchiha, Kakashi's fallen comrade, from whom Kakashi received his Sharingan eye. Admittedly, it's hard to have predicted that considering how Obito is depicted in the flashbacks as the weakest member of Minato Namikaze's team. Yet here he is, almost as powerful as Madara, even briefly taking the name of Madara because it turns out that he is, in fact, partly Madara.
A theme throughout "Naruto" is that our loyalty to those who care for and train us can make us blind to the evilness of our actions. No matter how much of Obito's power comes from himself, from Madara, or from Black Zetsu, he wields that power effectively.
Eventually Obito is a Jinchuriki host to the Ten-Tails, can wield the next-level Truth-seeking Balls, and even gives Kakashi his own Sharingan and chakra AFTER he dies. Since almost no great shinobi became powerful without gifts from more powerful beings, we can forgive how much he got from Madara. There's a reason friendships and alliances are central themes to "Naruto."
He's only down at 6th because if it weren't for Madara reviving him and giving him so much power, Obito would have died as a child.
Pain at first plays the leader of the Akatsuki, and for good reason. When we finally see his full power unleashed, he flattens the Hidden Leaf village with a single jutsu. The Six Paths of Pain he controls also tear through a good portion of the villagers. Yet, Pain is really a collection of bodies controlled remotely by the once-weak Nagato.
Nagato's Rinnegan gives him Godlike powers over life, death, and chakra, leading him to proclaim himself a god several times. He kills Jiraiya, his first sensei, one of the strongest shinobi in Konoha.
When Naruto returns in Sage mode, that and an uncontrolled Nine-Tails cloak have to combine to stop Pain and the moon-sized boulder he's trying to bring down. Pain wins against Toad Sage Naruto, and would have killed him if it weren't for the Nine-Tails.
There are only two reasons Pain isn't even higher on this list. First, his Rinnegan came from Madara. Secondly, by the end, Nagato's actual body is frail and mostly immobile.
4. Itachi Uchiha
When it comes to raw power and ability, an argument could be made that Itachi's stronger than Sasuke. His genjutsu is such that he's the only shinobi to escape Kabuto's reanimation jutsu (except Madara). He outmatches Sasuke during their battle, and Sasuke only wins because Itachi allows it. As could be expected, considering Itachi single-handedly wiped out the strongest clan in the Leaf.
Itachi has always been a few steps ahead of nearly everybody. His foresight and abilities enable him to inspire his brother from the lam, coming full circle when he uses his fight with Sasuke as a way to rid his younger brother of Orochimaru's curse. He likely foresaw that he would be reanimated by an Akatsuki member and get a chance to fully explain everything to Sasuke. This foresight probably inspired him to learn the time-loop jutsu Izanami, a necessity for fighting a powerful reanimator.
Sasuke's slight lead over his brother comes from the fact that not only did he do things his own way, he could change the direction of his and other people's fates. Itachi points out that possibly Sasuke could've convinced the Uchihas not to try and overthrow Konoha, thus preventing their slaughter.
If Sasuke and Itachi had a real battle, it's tough to say who would emerge the victor. Until Sasuke gets Six Paths chakra, the smart money is on Itachi.
3. Sasuke Uchiha
Sasuke Uchiha is the yin to Naruto's yang. Naruto starts off uncouth and unskilled; Sasuke is the coolest and most talented in their class. Naruto can't throw a kunai in the right direction; Sasuke can hit the bullseye without trying. Their rivalry fuels both to greater heights.
The only Leaf Village Uchiha to survive Itachi's raid, Sasuke dedicates his life to getting strong enough to exact revenge. When Orochimaru promises to make him even stronger in exchange for Sasuke's body, Sasuke trains to the point that he can defeat a battlefield of shinobi without killing anybody. His real gift at this point is his Mangekyo Sharingan, and with it he kills the powerful Orochimaru.
After Sasuke "defeats" Itachi, Itachi gifts him Amaterasu. Sasuke develops his own arrow-shooting Susanoo, enabling him to take down Danzo's "instant replay" Izanagi. Finally, Sasuke is granted Six Paths chakra and a Rinnegan.
All of which allows him to bring team 7 out of the Infinite Tsukuyomi that has trapped all living beings. These powers help him save the world alongside the friend who never gave up on him, Naruto.
2. Madara Uchiha
Madara co-founded Konoha with his best friend Hashirama Senju, possibly the two greatest shinobi of all time. In flashback, we see him fight Hashirama and we see Madara die. But he'd planned for this. Madara comes back to life using the Izanagi some time later, with Hashirama's flesh in his mouth to add Senju powers to his Uchiha arsenal, a brilliant bit of foresight.
Madara knows how to live long beyond any other shinobi, growing his power and learning to harness Hashirama's wood style and Rinnegan. Then he saves Obito, turning him into the superpower he becomes. He gives Nagato the Rinnegan, foreseeing his part in Madara's plan: Peace through universal enslavement.
When reincarnated, Madara defeats the Five Kage with his Perfect Susanoo. Reincarnated with his prime of life strength, but the Senju skills he only mastered in old age, his power is such that one wonders if any non-celestial could've defeated him.
So Madara dies three times and is more powerful than everybody during the Great Shinobi War. He created and controlled the two most powerful Akatsuki members from death. He also briefly becomes the Ten-Tail Jinchuriki. He could have ranked even higher than number 2 — if a good portion of his power hadn't been part of a scheme set up by Kaguya herself.
1. Naruto Uzumaki
Like any good anime, the main character in "Naruto" emerges as the most powerful.
Naruto starts off as a goofy orphan disliked by everybody, unskilled in ninjutsu and even worse at schoolwork. By the end, Naruto is the most powerful shinobi on the planet. In his basic human form he can create countless shadow clones, summon giant toads, and wield the awesome Rasengan. Then there's his Toad Sage mode, where he summons nature chakra to make him more powerful than nearly any other shinobi. He befriends the Nine-Tails and is able to control a Nine-Tails mode with a Six Paths Sage power, in the process making Naruto an absolute beast.
Naruto single-handedly takes down Nagato's 6 Pains, despite the fact the whole Leaf Village could not. His shadow clones are able to take down whole enemy battalions in the Great War, and his Toad Sage mode allows him to be the only shinobi to distinguish White Zetsus from allies. Finally, he saves his friend Sasuke so they can combine their powers to save all of humanity.
Naruto's greatest power, however, lies simply in who he is. Tsunade, Kakashi, and others mention how Naruto makes you want to root for him, makes you want to befriend him. His optimism, loyalty, and dedication inspire everybody he meets.
That's the core of "Naruto": The ability to inspire is more powerful than even the strongest jutsu. Nevertheless, it is helpful to have a few strong jutsu up your sleeve.

20 Kankuro Proved He Was The Superior Puppetmaster By Beating Sasori
To some, Kankuro may seem like a surprise since Gaara was the only one who received meaningful screentime among the sand siblings. While Gaara was the strongest of the trio, Kankuro wasn't weak by any means.
His rematch with Sasori was the perfect microcosm of what the series was about, showing that the new generation surpassed the old. The fight wasn't long but had Kankuro not only defeat Sasori with his puppets but his words as well.
19 Kurotsuchi Showed Glimpses Of The Power That Would Make Her The Next Tsuchikage
Outside of Onoki, no one from Iwagakure got to show much off. Most of Kurotsuchi's presence was talking down to others while openly plotting to become the next Tsuchikage after her grandfather retired. During the war, she only got a few moments to shine. One was dealing with a great deal of white Zetsu, and another was helping deal with the ten tails.
Her biggest moment was a short skirmish with Kabuto when the war was getting underway. It was only glimpses into the power she'd have by Boruto.
18 Mifune Struck Down The Great Hanzo
For a character that was both as new and minor as Mifune, it's surprising that he managed to take down such a powerful enemy. Hanzo had been built up since Nagato's backstory, making him out to be a ninja strong enough to easily handle the Sannin.
It seemed one of the newer generation were destined to take him down during the war. Instead, it was Mifune, the only samurai who wasn't fodder. After building a tolerance to Hanzo's poison, he managed to defeat the salamander, convincing his former rival to allow himself to be sealed.
17 Darui Took Down Ginkaku & Kinkaku
As a character, Darui never had much of an opportunity to show off what he could do, the same holding true of his time as a Kage in Boruto. He's always talked up as powerful due to his Black Lightning attacks, but the only taste the audience has ever had of him in action was against Kinkaku and Ginkaku.

Admittedly, going toe to toe with them is no easy feat. Both brothers had part of the nine tails inside of them, making them partial-tailed beasts. Darui managed to use their own weapon, the Kohaku no Jōhei, against them to save the day.
16 Killer B Was A Tailed Beast Second Only To Naruto
Killer B was always a goofball character whose rapping was either funny or annoying. All of his antics masked what a powerful character he was. He was more than just the jinchuriki of the eight tails. He was one of the first to learn to coexist with his tailed beast.
The two were always on level terms with each other, granting him powers that allowed him to toy with a character as strong as Sasuke and defeat Kisame in battle. He more than held his own against the other tailed beasts during the war as well.
15 Mei Terumi Utilized Both Boil & Lava Releases
Mei Terumi was the Fifth Mizukage and, as such, the leader of the Village Hidden in the Mist. The Hidden Mist Village suffered under the Fourth Mizukage, and Mei had to reform the village to become a more humane place— which already says something about her resolve and force of will.
On top of that, Mei has control over two of the basic elements of reality: fire and water. This allowed her to use boil and lava releases, and made her one of the most immensely powerful members of the Shinobi Alliance.
14 Tsunade Senju Managed To Stand Toe To Toe With Madara Alongside Her Fellow Kages
Tsunade ascended to the role of Fifth Hokage after the demise of Hiruzen Sarutobi. She is among the Sannin--three legendarily powerful shinobi revered across the five nations. She uses her chakra to grant herself immense physical strength, can summon the giant slug Katsuyu, and has life-saving medical jutsu.
She leads the Hidden Leaf Village as part of the Shinobi Alliance during the Fourth Great Shinobi War against Tobi/Obito. She and the other four Kage took the fight to Madara himself once he is summoned and proves to be a vital part of the Shinobi Alliance.
13 Gaara of the Desert Survived Madara's Meteorite Attack When The Other Kage Fell
Even after the removal of the One-Tailed Beast, Shukaku, Gaara retained his control over sand. He led the Village Hidden in the Sand into battle against Tobi/Obito in the Fourth Great Shinobi War. His control over sand kept him alive and active even after some of Madara's meteorite attack.

His control over a basic element and substance that covers much of the planet would already make Gaara an indispensable part of the Shinobi Alliance. 12 A Has The Power Of Tsunade & The Speed Of Minato
A is the Fourth Raikage and leader of the Village Hidden in the Clouds. He is the brother of Killer B and is capable of immense strength, speed, and power. His speed is on par with Minato Namikaze and strength on par with Tsunade Senju.
As a village leader, he is among the five Kages that battle Madara Uchiha directly, though he is briefly incapacitated by Madara's meteorite attack. However, he was later among the few remaining shinobi to fight Madara after he was revived late in the battle.
11 Sakura Haruno Proves Her Worth During The War, Standing Side By Side With The Rest Of Team 7
Sakura Haruno is often discounted as a power in the ninja world, but her training at the hand of Tsunade has made her a great power in the Hidden Leaf Village, and she earns her place next to the likes of Sasuke Uchiha and Naruto Uzumaki at the end of Naruto: Shippuden.
Sakura has immense physical strength, powerful medical jutsu, and the ability to summon Katsuyu and the other giant slugs that had formed a pact with Tsunade. She is protected from the Infinite Tsukuyomi by Sasuke, and she is among the small team of shinobi that could battle Kaguya during the very final stages of the Fourth Great Shinobi War.
10 Onoki's Dust Release Made Even Madara Take Notice Of Him
Also known as the "Fence Sitter," Onoki was one of the strongest shinobi in the entire Naruto series, and even though he was old during the war, he was still a monster in combat. By virtue of his wisdom, even Madara Uchiha recognized Onoki as the main threat among all the Kage.
Onoki was a master Earth-style Ninjutsu user, but his real strength lay in his ability to use the Kekkei Tota known as Dust Release. Although his abilities were severely hampered because of his age, Onoki performed some of the most incredible feats, such as holding off two meteors and saving an entire platoon of shinobi all by himself.
9 Edo Tobirama Senju Was A Master Of Ninjutsu & Fought The Strongest Enemies In The War
Reanimated by Orochimaru on Sasuke's asking, Tobirama joined the Fourth Great Ninja War very late but played a key role in it once he joined. As a master of an arsenal of Ninjutsu, most of which he had created on his own, Tobirama led a large chunk of shinobi in the war.

He did his part by fighting against the Ten-Tails, and even trying his luck against the Ten-Tails Jinchūriki, Obito Uchiha himself. While Tobirama was definitely strong, he certainly didn't display a good showing in the war, primarily because all of his opponents were astronomically more powerful than him.
8 Edo Itachi Uchiha Proved He Was The Smartest Character In The Series
Just like the rest of the Akatsuki, Itachi Uchiha was also reanimated by Kabuto Yakushi during the 4th Great Ninja War. According to Kabuto, Itachi was his finest piece among all the other Edo Tensei shinobi. Smart as he is, Itachi broke free from his control and was key in stopping the Edo-Tensei by defeating Kabuto Yakushi and reducing the number of enemies by half.
Itachi proved himself to be a competent shinobi by, once again, saving the world from the shadows. He did his part, yet he didn't take any credit for it, just as he did when he was alive. Truly, Itachi was no less than a Hokage.
7 Edo Minato Namikaze Saved The Shinobi Alliance From The Ten-Tails Multiple Times
Reanimated by Orochimaru, Minato Namikaze stepped into the war right away, saving the entire alliance from the Ten-tails' attack. He only went on to get stronger by making use of the Nine-Tails Yin chakra. Minato fought some of the most overpowered characters in the Fourth Great Ninja War, such as Six Paths Obito, and Six Paths Madara.
He saved the shinobi alliance from the Ten-Tails on more than one occasion and aided Might Guy in his fight against Madara Uchiha as well. Minato also saved Naruto's life by passing on the Yin half of the Nine-Tails to him during the Ninja War.
6 Edo Hiruzen Sarutobi Battled Tobi Controlled Yamato To A Stand Still & Saved Naruto From The God Tree
Just like his former teachers, Hiruzen Sarutobi was brought back to life to answer the questions that Sasuke Uchiha had in his mind. As Hiruzen stepped into combat, he played a vital role in fighting against Tobi, the Zetsu that was making use of Yamato to stop the alliance. Said to be the strongest Hokage until his time, Hiruzen faced the avatar all alone and managed to stalemate against it.
Furthermore, he rescued Naruto Uzumaki from the God Tree as well. While Hiruzen's true strength wasn't discovered because of his age, he still did more than enough in the Fourth Great Ninja War and was certainly one of the strongest on the battlefield.
5 Edo Hashirama Senju Stood Toe To Toe With Madara Before He Revived
The First Hokage of Konohagakure, Hashirama Senju made his return in the Fourth Great Ninja War, and once again clashed with Madara Uchiha. Utilizing his monstrous strength, he was capable of subduing the Ten-Tails temporarily, and he even managed to hold off Edo Madara Uchiha until he came back to life.

Along with the other Kage, he played a major role in the war by stopping the plan to put the world under Infinite Tsukuyomi to some extent. Although strong, Hashirama was clearly no match for the likes of the Ten-Tails jinchūriki, which he openly admitted.
4 Might Guy Showed The True Power Of The Nine Gates
Unleashing all his inner power and breaking his shackles, Might Guy showed us what he was truly capable of in the Fourth Great Ninja War. Guy managed to take his Taijutsu skills beyond every limit by employing the use of the Eighth Gate of Death, and overpowering Madara Uchiha in an intense fight.
Although he couldn't defeat Madara, he destroyed over half of his body. Guy's movements were such that Madara was incapable of keeping track of them at first. Just by running, Guy was able to bend the space-time around him, which just goes to show how overpowered he truly was.
3 Kakashi Hatake Proved Why He Would Become The Next Hokage
The son of Konoha's White Fang, Kakashi Hatake proved to be a major game-changer in the Fourth Great Ninja War. Using his Mangekyo Sharingan, Kakashi displayed his proficiency as a Commander of the alliance in the war, facing multiple reanimations on his own, including the Seven Swordsmen of the Mist.
Although that's impressive, it's not nearly as impressive as the time when he awakened the Susanoo using Obito's chakra and fought Kaguya Otsutsuki. For that moment, Kakashi was one of the strongest ninjas in the entire series, if not the strongest. Once again, the Copy Ninja proved why he is not to be underestimated.
2 Sasuke Uchiha Became The Premier Uchiha In The World By Helping Beat Kaguya
Although he started the Fourth Great Ninja War on the side of the Akatsuki, Sasuke's little talk with the Hokage changed his mind, and he decided to join the alliance to save the world from the Ten-Tails. As a user of the Eternal Mangekyo Sharingan, Sasuke was strong enough to fight on equal footing against the likes of Kabuto.
Later on, he gained the Rinnegan from the Sage of Six Paths and became strong enough to overpower Madara Uchiha, the Ten-Tails Jinchūriki by himself. Over the years, Sasuke has refined his control over the Rinnegan exceptionally, making him one of the two most powerful shinobi to ever exist.
